About the Role
As Lead Traffic Management System (TMS) Engineer, you will lead the development of TMS specifications, provide technical progressive assurance of the TMS design, and approve the TMS for APIS. You will provide leadership for TMS engineering tasks, ensure the integration of TMS with the HS2 Railway, engage with programme stakeholders, and offer strategic direction for business-critical workstreams. You will also provide technical leadership for specialist and consultancy resources, and lead on the application of standards and technical requirements for the OCS Engineering discipline, ensuring design and construction meet project requirements.
Responsibilities
- Engaging and managing stakeholders to ensure a holistic approach for development of engineering solutions.
- Providing overall technical assurance for the TMS engineering discipline.
- Working closely with the wider engineering disciplines to develop TMS solutions that consider all relevant systems and sub-systems.
- Developing requirements, specifications and standards which deliver railway capability, while mitigating environmental impacts, within the programme and budget.
- Contributing to the management of technical risk for TMS engineering works.
- Providing technical expertise and advice relating to TMS engineering to the wider project organisation and external stakeholders.
- Developing and leading the implementation of strategies for management of interfaces between TMS and other CCS subsystems and rail systems, Network Rail and other 3rd party systems.
- Managing work packages and suppliers, as required.

Requirements
- Chartered Engineer/Membership of an appropriate professional institution or the equivalent experience.
- Experience of leading teams of specialist engineers.
- Business Judgement: Ensuring values for money, making judgements on what will ensure commercial viability, appropriately balancing risk and return.
- Experience developing or delivering TMS associated with modern railways or similar client organisations.
- Working as part of a multidisciplinary management team within a large, complex project.
- Establishment of requirements and evaluation of proposed solutions.
- Project planning and organisation to meet significant project deadlines including cost delivery and schedule targets.

- Satisfactory completion of pre-employment checks which include Nationality & Immigration Status, employment references, DBS, Financial and Education checks.
Skills
- Ability to lead the TMS Engineering discipline
- Able to provide specialist technical support and leadership on all discipline specific scientific, technical and engineering principles to those working directly with project development / delivery teams.
- Provides technical, commercial management and leadership skills to support those working directly with project development / delivery teams.
- Applies principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from other Subject Matter Experts or others.
- Ability to communicate most discipline-specific technical ideas to stakeholders and colleagues, based on examples of application.
- Ability to apply the full range of principles relating to standards, safety and the environment.
- Capable of being a Standard Discipline Owner / Subject Matter Expert.
- Understanding of the application of the Common Safety Method (CSM) for risk evaluation and assessment in a TMS project context.
- Understanding of the full scope of the Traffic Management System applicable to high-speed rail projects and their relationship to railway operations.
- Understanding of the specific technical issues associated with high-speed rail.
- Understanding of development, design and construction based on multiple similar TMS Systems projects.
- Application of technical standards, both national and international, which apply to TMS and railway system design and operation.
- Understanding of the technical issues associated with current and future TMS technology.
