About the Role

LCRA is seeking a strategic leader with strong technical capabilities to manage and direct Water Supply Planning, Water Contracts, and Water Conservation. This role is critical for developing future water supply options and management strategies, including the Water Management Plan and Water Supply Resource Report, supporting Region K planning, water rights management, and groundwater development. The position involves representing LCRA interests before regulatory bodies and water agencies, solving complex problems, and fostering teamwork and outstanding service delivery.

Responsibilities

Provide leadership and direction to staff and stakeholders.
Lead staff involved in highly technical and potentially sensitive planning and project development studies.
Direct the development, operation, and maintenance of computer models and analytical tools for department responsibilities.
Provide expert-level strategic planning and analysis support for water supply strategies.
Identify and coordinate the development of solutions to complex water supply planning, development, and management matters.
Develop new or unique positions, concepts, or statements to resolve difficult problems.
Advocate, negotiate, and interact on water policies and planning before various organizations.
Build and foster relationships with civic organizations, regional planning groups, stakeholder groups, groundwater conservation districts, customers, and other professional organizations.

Requirements

Twelve or more years of experience in managing complex water supply planning and/or water supply development projects or other relevant experience.
At least five years of working with Texas water law and associated regulatory matters.
A degree(s) in engineering, environmental sciences, hydrology or relevant field may be substituted per LCRA guidelines for certain years of experience.

Skills

Licensed Professional Engineer in the State of Texas
Strong water resource planning background
Knowledge of hydrology, hydraulics, and lake operations
Basic understanding of the lower Colorado River basin
Knowledge of water rights and related regulatory matters
Exceptional influencing, leadership, and collaboration skills
Demonstrated excellence in building strong relationships with internal stakeholders of all levels
Skill in articulating and communicating complex, technical information to both technical and non-technical audiences
