About the Role
The State Relations Disaster Liaison is responsible for leading and managing a primarily volunteer team to support and provide Partner and Emergency Management Agency (EMA) Support in New York State. This role serves as the lead functional expert in a Red Cross Region for Partner/EMA Support, tailoring national program offerings, providing technical expertise, training, and leading regional implementation to build community capacity for the disaster cycle.
Responsibilities
- Develop a volunteer workforce to represent the Red Cross as a regular presence at EMA to manage relationships and maintain familiarity with operations.
- Represent the full disaster cycle of preparedness, response, and recovery within the scope of the position.
- Ensure the delivery of American Red Cross services to diverse communities.
- Support EMA planning, exercising, and training for preparedness, response, and recovery in the assigned Region or territory.
- Participate in the recruitment, development, training, and readiness of a leadership cadre of volunteers.
- Act as Red Cross SME to EMAs for all phases of planning and operations.
- Support the development of partner relationships in the community to perform the disaster cycle.
- Ensure appropriate ARC staff members are included in dialogue with EMA.
- Liaise with staff managing Government partnerships to ensure consistency in service delivery across ARC.
- Ensure Red Cross presence and leadership at State and local VOAD forums.
- Support the development and maintenance of strong partnerships and relationships.
- Engage the region in increasing partner recruitment through community meetings and individual agency relationship building.
- Lead the region in assessing the needs of potential partners and creating development plans.
- Manage development strategies across the region.
- Assist the region in targeting community partners that support vulnerable communities and are located in high disaster-risk locations.
Requirements
- Bachelor's degree or equivalent combination of education and related experience.
- Minimum 5 years of related experience with building, mobilizing, leading, and developing volunteer teams to execute a social services program or service.
- A current valid driver's license and good driving record is required.
- Ability to work outside of regular duty hours including nights and weekends.
