About the Role

The State Relations Disaster Liaison is responsible for leading and managing a primarily volunteer team to support and provide Partner and Emergency Management Agency (EMA) Support in New York State. This role serves as the lead functional expert in a Red Cross Region for Partner/EMA Support, tailoring national program offerings, providing technical expertise, training, and leading regional implementation to build community capacity for the disaster cycle.

Responsibilities

Develop a volunteer workforce to represent the Red Cross as a regular presence at EMA to manage relationships and maintain familiarity with operations.
Represent the full disaster cycle of preparedness, response, and recovery within the scope of the position.
Ensure the delivery of American Red Cross services to diverse communities.
Support EMA planning, exercising, and training for preparedness, response, and recovery in the assigned Region or territory.
Participate in the recruitment, development, training, and readiness of a leadership cadre of volunteers.
Act as Red Cross SME to EMAs for all phases of planning and operations.
Support the development of partner relationships in the community to perform the disaster cycle.
Ensure appropriate ARC staff members are included in dialogue with EMA.
Liaise with staff managing Government partnerships to ensure consistency in service delivery across ARC.
Ensure Red Cross presence and leadership at State and local VOAD forums.
Support the development and maintenance of strong partnerships and relationships.
Engage the region in increasing partner recruitment through community meetings and individual agency relationship building.
Lead the region in assessing the needs of potential partners and creating development plans.
Manage development strategies across the region.
Assist the region in targeting community partners that support vulnerable communities and are located in high disaster-risk locations.

Requirements

Bachelor's degree or equivalent combination of education and related experience.
Minimum 5 years of related experience with building, mobilizing, leading, and developing volunteer teams to execute a social services program or service.
A current valid driver's license and good driving record is required.
Ability to work outside of regular duty hours including nights and weekends.
