About the Role

This role performs moderately complex, journey-level data analysis and research. The incumbent designs and builds tools for data collection, extraction, and analysis, responds to ad hoc information requests, and spearheads software development to improve operational efficiencies. The position also involves mentoring junior analysts and maintaining data analysis libraries.

Responsibilities

  • Design and build tools for data collection, extraction, and analysis using SQL-based programs and other data analytic software.
  • Respond to ad hoc information requests from the public, executive management, and agency board members.
  • Maintain a library of data analysis tools, queries, databases, and reports.
  • Spearhead the development of software applications or programming to drive operational efficiencies.
  • Provide guidance and knowledge sharing to junior team data analysts.
  • Make recommendations for tools, applications, techniques, and processes.
  • Assist staff to improve and coordinate long-term projects and upgrade documentation.
  • Develop and monitor team product metrics.
  • Update and maintain desktop procedures related to reporting duties.
  • Collaborate with cross-divisional teams to complete database updates and upgrades.
  • Provide strategic support to the Technical Systems Oversight Department.
  • Collect, produce, and maintain supporting documentation and source document standards.
  • Maintain confidential and sensitive information.
  • Ensure files are maintained and disposed of according to agency records retention procedures.
  • Review and maintain data analyst staff processes and documented procedures for consistency and accuracy.
  • Maintain required certifications and licenses and attend mandatory training.
  • Operate a state or personal vehicle for business purposes as needed.

Requirements

  • Graduation from an accredited four-year college or university with a degree in Data Science, Business Analytics, Computer/Information Science, Statistics, Social/Political Science, Planning, Mathematics, Engineering, Industrial Engineering, Business, Finance, or related fields.
  • One year of relevant work experience in data analysis or business analysis.
  • One year of experience working with water infrastructure financing programs and managing technical tools utilizing project and funding data.
  • One year of experience as a Data Analyst with SQL Server Management.
  • Experience with Microsoft Power BI for building data reporting tools.
  • Microsoft Power Apps development skills.
  • Experience using ArcGIS Pro for GIS tools and visualizations.
  • Experience using Snowflake for data management, analytics, and integration with Python, SQL, and Power BI.
  • Experience developing machine learning processes and tools for predictive analytics and automation.
  • Ability to physically commute to the office in Austin, Texas on a weekly basis.
  • Must meet agency in-office requirements.
  • Ability to travel 5% of the time, primarily within Texas.
  • Maintain a driver’s license and driving record that complies with state and agency requirements.
