About the Role
The Texas Water Development Board (TWDB) is seeking to fill a Program Specialist position to review and analyze financial data, approve funding releases, and provide customer service and technical assistance for TWDB financial assistance programs. This role is crucial for ensuring the ongoing success of projects and timely processing of disbursement requests.
Responsibilities
- Analyzes and approves disbursement requests in accordance with approved procedures and programmatic requirements.
- Ensures all documents are accurate, maintained with exemplary organization and quality, and prepared for review and payment processing/release.
- Reviews budgets, invoices, and incoming outlays.
- Coordinates closely with RWPD engineering staff on project status and project budgets issues.
- Coordinates closely with PAR on outlay processing.
- Processes information by auditing and verifying financial data.
- Maintains confidential and sensitive information.
- Ensures individual and team files are appropriately maintained and timely disposed of according to agency procedures.
- Maintains required certifications and licenses and meets continuing education needs.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
- May train others.
Requirements
- Graduation from an accredited four-year college or university with a bachelor's degree in Public Administration, Planning, Science, Business, Finance, or a related field.
- One year of relevant work experience in finance and/or accounting for Program Specialist I.
- Two years of relevant work experience in finance and/or accounting for Program Specialist II.
- Relevant education and experience can be substituted for each other on a year-for-year basis.
- Previous experience with government payment processing is preferred.
- Previous experience with federal funding programs is preferred.
- Experience working on publicly funded infrastructure projects is preferred.
- Experience processing, reviewing, or creating invoices and/or payment requests is preferred.
- Advanced-level skills with Microsoft Office Suite, primarily Excel, Word, and Outlook, are preferred.
- Experience using other Microsoft applications including Teams, Planner, and SharePoint is preferred.
- Must be detailed oriented.
- Ability to meet agency in-office requirements.
- Ability to operate a vehicle (state or personal) for state business and maintain a driver's license and driving record that complies with state and agency requirements.
- Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
- Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
Skills
- Knowledge of local, state, and federal laws and regulations relevant to the Regional Water Project Development Division.
- Knowledge of the principles and practices of public administration.
- Knowledge of federal funding programs.
- Skills in using Microsoft Office programs such as Word, Excel, and Access.
- Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
- Skills in identifying complex problems, reviewing related information to develop and evaluate options, and implementing solutions.
- Ability to maintain the security or integrity of critical infrastructure within Texas.
