About the Role

The Flood Mitigation Evaluation (FME) Department is seeking a motivated individual to work with flood risk reduction efforts throughout Texas. This role involves performing FME studies for smaller and rural communities, requiring knowledge of hydrologic and hydraulic modeling, mapping, planning, design, and construction of flood risk reduction projects. The position will coordinate and communicate with various stakeholders, communities, and management.

Responsibilities

Assists in the development and management of professional services contracts, including scopes of work, budgets, RFQs, proposal reviews, contract negotiations, contractor oversight, deliverable reviews, and payment approvals.
Assists the Flood Management Evaluations (FME) Program Manager in developing new FME program policies, processes, and risk management strategies.
Works with the TWDB Contract department to procure FME contractors.
Creates and updates relevant documents and processes for FME program contract administration and closeout.
Coordinates with FME communities and contractors to ensure TWDB requirements are met.
Assists with developing and implementing quality control and monitoring efforts for contractor-performed studies and program implementation.
Coordinates and serves as a liaison between TWDB programs, external contractors, regional flood planning groups, and local sponsors.
Monitors contract and project schedules, contractor and staff performance, budgets, and costs to identify potential issues.
Manages various aspects of projects and contracts, recommends actions for delays or issues, and documents significant actions.
Performs technical review and evaluation of engineering documents, determining deficiencies, options, and recommendations for compliance.
Monitors project schedules, budgets, and invoice costs to identify potential issues or delays.
Serves as project manager, monitoring schedules, budgets, and requirements, and reviewing/approving payment requests.
May conduct on-site observations to monitor construction progress for compliance.
Assists owners with problem resolution and ensures work completion according to approved contracts.
Advises on project and engineering matters and oversees related reviews.
Coordinates with federal and state agencies regarding projects and programs.
Provides information and assistance to TWDB staff and clients.
Stays informed of changes to pertinent laws, regulations, and policies and applies them to assigned projects.
Identifies and participates in job-related training.
Provides support for Essential Job Functions for additional flood planning teams as assigned.
Assists staff and management in identifying process improvements and streamlining opportunities.
Assists staff and manager in reviewing/preparing procedures and guidelines and conducting training.
Promotes an environment that encourages teamwork, accountability, professional development, and performance improvement.
Conducts outreach efforts, including public speaking.
Maintains current information in TWDB’s projects database for FME studies.
May direct, assign, and evaluate the work of project staff.
May participate in overseeing and reviewing Flood Protection Planning Grant studies, Regional Flood Plans, and developing the State Flood Plan.
Maintains confidential and sensitive information.
Ensures individual and team files are appropriately maintained and disposed of according to records retention procedures.
Maintains required certifications and licenses and meets continuing education requirements.
May be required to operate a state or personal vehicle for business purposes.
Performs other duties as assigned.

Requirements

Graduation from an accredited four-year college or university with a bachelor's degree in Civil Engineering or a related field.
One year of relevant work experience as a licensed Professional Engineer (P.E.) (for Engineer II).
Two years of relevant work experience as a licensed Professional Engineer (P.E.) (for Engineer III).
Three years of relevant work experience as a licensed Professional Engineer (P.E.) (for Engineer IV).
Four years of relevant work experience as a licensed Professional Engineer (P.E.) (for Engineer V).
One year of relevant work experience as a licensed Professional Engineer (P.E.) (for Project Manager III).
Two years of relevant work experience as a licensed Professional Engineer (P.E.) (for Project Manager III-S).
Three years of relevant work experience as a licensed Professional Engineer (P.E.) (for Project Manager IV).
Four years of relevant work experience as a licensed Professional Engineer (P.E.) (for Project Manager IV-S).
Two years of relevant work experience in Engineering related activities or a related field (for Project Manager II).
Four years of relevant work experience in Engineering related activities or a related field (for Project Manager III).
Six years of relevant work experience in Engineering related activities or a related field (for Project Manager IV).
Licensed as a Professional Engineer (P.E.) in Texas.
Licensed as a Professional Engineer (P.E.) by another U.S. state with the willingness and ability to obtain a Texas P.E. license within 6 months of hire.
Certified as an Engineer in Training (E.I.T) by the state of Texas and ability to obtain a Texas P.E. license within 12 months of hire.
Previous relevant work experience in Civil Engineering or a related field.
Graduate degree from an accredited college or university with major coursework in Civil Engineering, Environmental Engineering or a related field (preferred).
Three years of progressively responsible professional work experience managing projects, contracts, and/or programs (preferred).
Experience developing and managing professional services contracts including developing scopes of work, budgets and RFQs, reviewing proposals, negotiating contracts, monitoring contractor work progress and schedules, managing contractors, reviewing deliverables, and approving payments (preferred).
Knowledge of and experience with hydrologic and hydraulic modeling, and mapping of flood risk (preferred).
Experience in planning, prioritization, design, and construction of flood risk reduction projects including riverine flood control, local flood control and coastal flood control projects (preferred).
Experience and familiarity with Texas’ regional flood planning process (preferred).
Experience and skills ensuring that funds are utilized appropriately to facilitate identification of flood risk, planning for appropriate flood risk reduction projects and that work done by contractors meets requirements and the purpose of program funding (preferred).
Experience with regulations related to floodplain and flood management, federal and state programs and permitting (preferred).
Certified Flood Plain Manager (CFM) (preferred).
Experience writing and producing technical reports (preferred).
Ability to meet agency in-office requirements.
Ability to travel 25% of the time, primarily within the State of Texas.
Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
Ability to train others.
