About the Role

Performing highly advanced (senior-level) consultative services and functional assistance for the CAPPS Program, focusing on the Travel and Expense module.

Responsibilities

  • Provide subject matter expertise for the CAPPS Travel and Expense (T&E) module, including coordination, production support, issue resolution, configuration, maintenance, business process leadership, change management, testing, integrations, compliance, training, and reporting.
  • Perform functional configuration for T&E, including business unit setup, expense types, report configuration, travel authorization, per diem rates, corporate credit card integration, approval workflows, tax configuration, accounting defaults, and integration with Accounts Payable and General Ledger.
  • Utilize technical skillsets including Application Designer, SQR and BI Publisher reporting, SQL proficiency, and PeopleSoft security understanding.
  • Monitor CAPPS T&E batch jobs, including tracking schedules, monitoring execution, responding to failures, validating output, managing dependencies, performance tuning, documentation, and communication.
  • Demonstrate knowledge of tools and environments such as PUM, Change Assistant, Fluid UI, Elasticsearch, and data migration tools.
  • Engage in cross-functional collaboration, including problem-solving, requirements gathering, documentation, testing, incident management, and communication with various stakeholders.
  • Understand and account for interdependence on legacy systems (USAS, TINS, etc.).
  • Provide structured cross-training to support junior analyst growth.
  • Provide comprehensive training and support to agency personnel.
  • Participate in project-level coordination, including module implementations, enhancements, fiscal year-end processes, legislative changes, and third-party integrations.
  • Coordinate the Fiscal Year-End process, including planning, scheduling, communication, reconciliations, and system configurations.
  • Contribute to the CAPPS Financials functional design phase, creating/reviewing Functional Design Documents (FDDs) and performing functional configuration changes.
  • Provide Level 2 Service Desk support, handling complex tickets and advanced troubleshooting.
  • Ensure digital products and content meet WCAG 2.1 accessibility standards.
  • Oversee and act as the first line of support for data accuracy, security, system performance, and policy enforcement.
  • Perform work in accordance with ITIL principles for IT service management and IT asset management.
  • Participate in CPA’s Major Incident Management (MIM) process for P1 and P2 incidents.
  • Participate in Disaster Recovery and Upgrade Testing activities.
  • Make presentations at CAPPS User Groups and the CAPPS Steering Committee.
  • Participate in annual SOC-1 attestation audits, considering security, availability, processing integrity, confidentiality, and privacy.
  • Perform other related work as assigned.

Requirements

  • Extensive knowledge and understanding of State of Texas applicable policies (10 years required).
  • Extensive technical skillsets with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, etc. (10 years required).
  • Extensive knowledge and experience performing system configuration changes (10 years required).
  • Experience working with the Expenses module of PeopleSoft FSCM version 9.2 (10 years required).
  • Extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ) (8 years required).
  • Extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance (8 years required).
  • Extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies (8 years required).
  • Extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication (8 years required).
  • Extensive familiarity with support tools such as PUM, Fluid and Elastic Search (8 years required).
  • Experience performing functional project management activities in support of CPA’s CAPPS program (8 years required).
  • Experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3 (8 years required).
  • Experience participating in Disaster Recovery exercises (8 years required).
  • Experience preparing and presenting executive-level presentations (8 years required).
  • Experience gathering and presenting applicable data in support of a variety of audits and open records requests (8 years required).
  • Extensive experience supporting the CAPPS Financials tower in PeopleSoft FSCM version 9.2 (8 years required).
  • Experience developing requirements, analyzing, designing, developing, testing, and implementing components of two or more of CPA's statewide systems: CAPPS, TINS, SPA, and USAS (8 years required).
  • Experience planning and coordinating the Fiscal Year Process at a statewide level (8 years required).
  • Experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process (6 years required).
  • Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements (6 years required).
  • Experience preparing WCAG 2.1-compliant materials for distribution (6 years required).
  • Experience working with the CAPPS Financials Travel & Expense module (5 years required).
  • Knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) (3 years required).
  • Experience working with the General Ledger core module of PeopleSoft FSCM version 9.2 (10 years preferred).
  • Experience working with the Accounts Payable core module of PeopleSoft FSCM version 9.2 (10 years preferred).
