About the Role

The Staff Supply Chain Subcontract Specialist will source and procure specialized goods and services, manage contractual agreements with suppliers, and oversee the entire subcontract lifecycle from selection to closeout. This role is crucial for supporting Northrop Grumman's Weapons Systems business unit and its growing supply chain organization.

Responsibilities

• Develop subcontract specifications, statements of work, HOA agreements, and Long-Term Pricing Agreements.
• Draft, review, and negotiate terms & conditions for complex, high-value contracts.
• Prepare bid packages, lead bidder conferences, conduct cost/price analysis, and recommend subcontractors.
• Coordinate with various internal departments including contracts, legal, engineering, and finance.
• Monitor supplier performance using KPIs and quality metrics.
• Apply Lean Six Sigma tools to drive efficiency and mitigate risks.
• Lead Supply Chain Management Teams (SMT).
• Ensure compliance with FAR, DFARS, ITAR, EAR, NATO contracts, and company policies.
• Maintain audit-ready documentation.
• Assess and communicate supplier performance.
• Manage the cradle-to-grave subcontract lifecycle.
• Identify cost-saving and risk reduction strategies through negotiations.
• Build and sustain strong relationships with suppliers, customers, and internal stakeholders.
• Contribute to program risk and opportunity management.
• Coordinate import/export operations with trade-compliance and logistics teams.

Requirements

• Bachelor's degree & 12 years of related experience, OR Master's degree & 10 years of related experience, OR PhD & 8 years of related experience, OR high school diploma or equivalent & 16 years of related experience in subcontracts, purchasing, contracts, project/business management, or finance.
• Subcontract sourcing to close-out experience.
• Experience drafting HOA & Long-Term Pricing Agreements.
• Experience negotiating terms & conditions.
• Supplier performance management experience.
• Cost/price analysis experience.
• Market research experience.
• Working-level knowledge of FAR/DFARS (or equivalent business law).
• Proficiency with CostPoint or SAP ERP and MS Office (Word, Excel, PowerPoint).
• Ability to obtain and maintain a Government Secret clearance or higher.
• US Citizenship required for government clearance.
• Proven experience writing HOA agreements and Long-Term Pricing Agreements.
• Proven experience negotiating terms and conditions for high-value contracts.
• Master’s degree in Government Acquisitions, Contract Management, Project Management, Business Management, Finance, or related field (Preferred).
• Experience negotiating contracts >$100 M (Preferred).
• Strong presentation skills to senior leadership (Preferred).
• Expertise with both U.S. Government and commercial subcontracts, multiple contract types, and special payment provisions (Preferred).
• Ability to perform Price Cost Analysis (Preferred).
• Proven ability to lead/mentor other SCAs in preparing Teaming Agreements, MOUs, and Long-Term Pricing Agreements (Preferred).
• Experience reviewing subcontract packages from peers or junior Subcontract Administrators (Preferred).
