About the Role

The Facilities Asset & Operations Manager is responsible for the management of facilities operations, asset management activities, and capital improvement projects across Citi's real estate portfolio in Japan. The role applies specialized knowledge of facilities management, workplace operations, vendor management, and project delivery to achieve business objectives. The successful candidate will work closely with internal stakeholders, service providers, and regional partners to maintain safe, compliant, and efficient workplace environments while ensuring high standards of customer service and operational excellence.

Responsibilities

  • Manage day-to-day building operations across the Japan portfolio.
  • Ensure timely and cost-effective delivery of capital improvement projects.
  • Oversee day-to-day operations of all Citigroup facilities in consultation with customers and stakeholders.
  • Serve as a key point of contact for business partners and external stakeholders regarding facility and workplace requirements.
  • Work closely with Building Managers, Local Council, and Regulatory bodies on asset management activities, lease obligations, and building resilience.
  • Periodically inspect facilities to ensure proper operation and management of all building systems.
  • Obtain all necessary building or equipment-related licenses and permits.
  • Ensure timely reporting and updates to Citigroup Insurance Risk Management (CIRM) and local insurance on building and premises coverage.
  • Manage, control, analyze, and forecast expenses for the assigned facility.
  • Assist in managing operating and capital budgets and support financial reporting and forecasting activities.
  • Plan, develop, and implement strategies to maximize asset value and ensure effective building infrastructure operation.
  • Prepare annual budgets for Projects, Facility Management, Net Zero capital works, and expenses, monitoring expenditure and preparing variance analysis.
  • Act as Quality Manager, ensuring outsourced service providers deliver on project or preventive facilities maintenance programs according to Citi's guidelines.
  • Partner with engineering teams and technical subject matter experts to support operation, maintenance, and resilience of critical facility infrastructure.
  • Oversee preventive maintenance programs and operational readiness of critical building systems, ensuring compliance with corporate standards, regulatory requirements, and industry best practices.
  • Coordinate with Technology, Engineering, and external service providers to manage infrastructure-related risks, incident response, and business continuity.
  • Comply with Corporate and Local standards and procedures related to construction, sanitary, fire, energy saving, premises occupation, regulatory permits, critical systems testing, and emergency procedures.
  • Manage inventory of Citigroup/building assets, including reporting to local financial control teams and auditors.
  • Manage projects in the country to ensure timescales, specifications, quality, and costs are achieved within approved parameters.
  • Conduct site visits and supervision to review progress, quality of work, and conformity of specifications.
  • Work with the project team on design criteria development with architects and review/analyze lease conditions/requirements.
  • Communicate and collaborate with internal support organizations including Technology, HR, Engineering, and other corporate functions to deliver effective workplace and infrastructure solutions.
  • Execute other responsibilities and activities defined in the Department's Organizational Rules and Regulations.
  • Support vendor management activities including contract administration, performance monitoring, and service delivery reviews.
  • Manage external resources (architects, engineers, construction crews) to achieve successful project completion.
  • Manage all aspects of outsource resources, including performance measurement through Service Level Agreements (SLA) and Key Performance Indicators (KPI).
  • Assess risk when making business decisions, considering the firm's reputation and safeguarding Citigroup, its clients, and assets.
  • Drive compliance with applicable laws, rules, and regulations.
  • Adhere to Policy and apply sound ethical judgment.
  • Escalate, manage, and report control issues with transparency.
  • Supervise the activity of others and create accountability.

Requirements

  • 3-7 years of professional experience in facilities management, corporate real estate, workplace services, engineering operations, or a related field.
  • Good working knowledge of practical Health and Safety within the built environment.
  • Excellent vendor management within a partnering environment.
  • Experience in using Microsoft Office software in a business problem-solving context.
  • Strong analytical skills.
  • Experience in financial management and budget control.

  • Relationship Management.
  • Native or equivalent professional proficiency in Japanese.
  • Ability to independently communicate with local stakeholders, landlords, regulatory authorities, service providers, and internal business partners in Japan.

  • Ability to effectively communicate with regional and global teams, participate in meetings, prepare reports, and implement global policies and standards.
