About the Role

As a member of the Country Program’s (CP) Senior Management Team (SMT), the Head of Operations is responsible for providing leadership and management of the operational functions including Finance, Human Resources (HR), Supply Chain Management (SCM), Administration, Information and Communication Technology, Security and Audit. The role supports the CRS mission to serve the poor and vulnerable by promoting stewardship of resources, ensuring principled compliance, proactively managing risk, preventing fraud, and leading continuous operational improvements with a Climate Action lens. The position also involves proactively managing and mitigating security risks as part of the SMT.

Responsibilities

  • Contribute to CP strategic planning and programming on needed investments in operations capacity, systems, processes, and staffing to meet CRS standards, donor requirements, and local regulations.
  • Plan, integrate, coordinate, and monitor day-to-day operations to ensure high-quality and efficient delivery of all support services.
  • Oversee the piloting of new operations initiatives that require the setting of new standards and systems.
  • Effectively manage and supervise talent within the Operations team, leading development of clear staff development and succession plans.
  • Manage team dynamics and staff well-being, providing coaching and completing performance management for direct reports.
  • Ensure the program is adequately staffed and HR systems, policies, and practices support a high-performance culture, staff development, and retention.
  • Oversee compliance with agency and donor requirements and local laws and regulations through periodic systems checks and reviews.
  • Act as lead contact and responder to issues emerging from internal and external audits, providing recommendations for improvements.
  • Oversee financial processes in accordance with policies, ensuring proactive service delivery and support to managers and staff throughout the project cycle.
  • Ensure efficiency and compliance with CRS’ policies, GAAP, donors’ rules, and legal requirements.
  • Ensure effective and appropriate use of CRS’ finance and supply chain management systems and other technical solutions.
  • Collaborate with programming leads to ensure appropriate project expenditures in line with financial plans and proper stewardship of material sources.
  • Promote effective use of CRS’ Enterprise Resource Planning (ERP) system for budget management and general oversight.
  • Anticipate, identify, and address challenges affecting the stewardship, risk, and optimal utilization of program assets and resources.
  • Promote safeguarding at the CP level and ensure quality implementation of CRS safeguarding policy and principles across operations.
  • Oversee Health, Safety, and Security management, ensuring staff adherence to relevant trainings, policies, and plans.
  • Lead the operational aspects of a CP’s Climate Action strategy, implementing action plans and monitoring progress.
  • Oversee the preparation of annual budget plans and grant/project budgets with the Country Representative.
  • Set and provide technical oversight of internal processes for approving expenses, monitoring spending, and making budget adjustments.
  • Create and maintain proper conditions for learning, establishing a safe environment for sharing ideas and solutions.
  • Provide capacity strengthening guidance for project teams and partners, including cross-departmental learning.

Requirements

  • Ability to legally work where the position is to be performed.
  • Successful candidate is expected to sign and adhere to CRS´ Code of Conduct.
  • Candidates who are citizens/ permanent residents of the countries where CRS has offices are prioritized.
  • All positions requiring residence or frequent travel outside a home country must undergo and clear a pre-employment medical clearance.
  • Some work permit processes require clearing a separate government administered medical examination.
