About the Role

Fulcrum is seeking an experienced People Operations Generalist to own and scale day-to-day HR operations. This individual will thrive in a fast-paced startup environment and be comfortable balancing strategic HR initiatives with hands-on execution.

Responsibilities

  • Manage the full employee lifecycle including onboarding, offboarding, promotions, transfers, and terminations.
  • Own new hire onboarding, including I-9 verification, E-Verify, employment documentation, and orientation.
  • Process and administer payroll through Gusto, including commissions, deductions, and final pay.
  • Administer employee benefits, enrollments, qualifying life events, renewals, and vendor relationships.
  • Support benefits planning, benchmarking, and annual renewal activities.
  • Prepare and maintain offer letters, employment agreements, commission plans, confidentiality agreements, equity documentation, and other HR documents.
  • Develop, implement, and maintain HR policies, handbooks, and people programs.
  • Ensure compliance with federal, state, California, and San Francisco employment laws and ordinances.
  • Administer leaves of absence including FMLA, CFRA, PDL, ADA accommodations, and related programs.
  • Conduct employee relations investigations and recommend appropriate resolutions.
  • Advise managers on performance management, corrective action, documentation, accommodations, and employee relations issues.
  • Register and maintain payroll and unemployment accounts as the company expands into new states.
  • Manage relationships with international Employer of Record (EOR) providers and support international onboarding and offboarding.
  • Maintain HR systems, employee records, audits, and compliance reporting.
  • Coordinate office administration tasks and event planning, including space management, vendor coordination, and team celebrations.
  • Continuously improve HR processes and support a positive employee experience.

Requirements

  • 5+ years of progressive People Operations or Human Resources experience.
  • Experience supporting a startup or high-growth company with broad HR responsibilities.
  • Hands-on experience with Gusto or a comparable HRIS/payroll platform.
  • Strong knowledge of federal, California, and San Francisco employment laws.
  • Experience administering multi-state payroll and benefits.
  • Experience managing employee investigations and sensitive employee relations matters.
  • Experience working with international EOR providers.
  • Outstanding organizational, communication, and documentation skills.
  • Ability to manage multiple priorities independently in a fast-paced environment.
  • High level of professionalism, discretion, and sound judgment.
  • Experience creating HR policies and scaling HR processes.
  • Experience supporting compensation planning.
  • PHR, SHRM-CP, or similar certification is a plus.
