About the Role

The Level 2 Software Developer will support the modernization of the Health Electronic Response Data System (HERDS) to enable integration of HERDS data into other systems. This role is responsible for application maintenance, performance, and developing enhancements, including reports and security assessments. Key tasks involve application development, technical design documentation, programming, unit testing, defect resolution, customer support, and team collaboration.

Responsibilities

Perform application development tasks including research and documenting technical designs.
Program solutions and write and execute unit test plans.
Research, resolve, and test defects.
Provide customer technical support.
Collaborate closely with other team members.
Review business requirements documentation with the technical manager.
Implement systems and program design to meet complex business needs and technical design documents.
Create appropriate documentation for program code and technical documentation.
Assist the technical manager with development time estimates and assigned tasks.
Code, test, debug, implement, and document highly complex programs.
Develop complex test plans to verify program logic.
Troubleshoot complex end-user technical issues, identifying problems and leading solutions.
Implement the release management process, including technical steps for promotion, testing, and release through the development environment.
Coordinate with infrastructure staff.

Requirements

At least a bachelor’s degree in Engineering, Computer Science, MIS or equivalent from an accredited institution.
4 years of experience with all facets of the software development process, including research, design, programming, testing, and implementation of computer software.
4 years of experience with Java framework and technology: Spring Boot, Java EE (servlet, JPA etc.).
4 years of experience with relational database platforms and technology (e.g. Oracle SQL, PostgreSQL).
Candidate must be legally authorized to work in the United States.
4 years of experience in the design, implementation, and deployment of Single Page Web Applications, preferably using Angular and Typescript.
4 years of experience with SPA fundamental concepts such as component-based architecture, dynamic rendering, and asynchronous programming.
4 years of experience in REST API design and implementation with strong knowledge of API security, authentication, and authorization.
4 years of experience with Git version control operations and branching strategies.
Familiarity with CI/CD pipeline and technology for automation.
