About the Role

This is a high-trust, autonomous leadership role responsible for delivering civil construction and maintenance services across the city. You will lead and provide expert advice on a broad range of operational activities, including roads, footpaths, drainage, asset inspections, and street infrastructure. The role drives the development of innovative, best-practice strategies to enhance service delivery and achieve Council’s strategic objectives. You will assess current and future needs, implement effective operational solutions, and ensure high-quality, efficient maintenance of public assets to support a safe, accessible, and well-presented city. Working closely with the Director Operations, you will oversee budgets, risks, systems, and processes, ensuring they are proactive, efficient, and aligned with continuous improvement and organisational performance goals.

Responsibilities

  • Lead and provide expert advice on civil construction and maintenance services.
  • Oversee operational activities including roads, footpaths, drainage, asset inspections, and street infrastructure.
  • Develop and implement innovative, best-practice strategies for service delivery.
  • Assess current and future needs and implement effective operational solutions.
  • Ensure high-quality, efficient maintenance of public assets.
  • Oversee budgets, risks, systems, and processes in collaboration with the Director Operations.
  • Ensure operational activities are proactive, efficient, and aligned with continuous improvement and organizational performance goals.

Requirements

  • Relevant Civil or Construction Engineering degree (or equivalent) with significant demonstrated leadership experience in civil construction and maintenance.
  • Current Class C Driver’s License.
  • Proven experience leading and managing civil construction and maintenance functions.
  • Strong knowledge of Australian Standards, legislation, and regulatory requirements relevant to civil works.
  • Experience working with government agencies and statutory authorities on construction, maintenance, and service contracts.
  • Demonstrated success in project and change management, including planning, delivery, and team leadership.
  • Experience developing and managing strategic business plans, budgets, and resource allocation.
  • Proven ability to manage complex projects and sensitive issues, working with executives and senior stakeholders.
  • Strong leadership capability delivering specialist programs and driving organisational performance.
  • High emotional intelligence with a collaborative, people-focused leadership style.
  • Sound understanding of WHS, compliance obligations, and local government legislation.
  • Ability to operate in a politically sensitive environment.
  • Must be an Australian Citizen or Permanent Resident.
  • Must obtain a National Police Check.
  • May be required to undergo a pre-employment medical check.
