About the Role

The Programme Manager is the operational lead of the Election Integrity Task Force (EITF), a multi-partner consortium project monitoring foreign information manipulation and interference (FIMI) in electoral contexts. This is a part-time role (~20h/week). The role requires someone equally comfortable managing budgets and logistics as engaging critically with information integrity content. GMR offers a flexible, mission-driven working environment with exposure to a range of projects across the global information integrity landscape.

Responsibilities

  • Coordinate and plan projects, managing day-to-day tasks and timelines across all project phases.
  • Manage consortium partner coordination on operational matters.
  • Prepare and follow up on internal coordination meetings.
  • Flag and coordinate on strategic issues with the EITF Strategy & Editorial Lead.
  • Lead on template, documentation, data, and information management.
  • Manage deployment scoping, preparation, and operational support during active deployments.
  • Serve as the primary point of contact for in-country teams on logistics and scheduling.
  • Manage close-down processes and post-deployment documentation and debriefs.
  • Monitor budgets and financial reporting, acting as the primary liaison with GMR Finance.
  • Track deliverables and manage reporting calendars and documents to meet donor requirements.
  • Draft donor reports for review and represent the EITF externally on donor matters as needed.
  • Process and track invoices, reimbursements, and per diems.
  • Manage bulletin and report production timelines, coordinating inputs.
  • Maintain CRM and distribution list management in collaboration with Activity Leads.
  • Support monitoring, evaluation, and learning data collection and tracking.
  • Recruit, onboard, and manage contracts for deployment consultants.
  • Ensure compliance with GMR HR and procurement processes.

Requirements

  • 5+ years of proven experience managing complex, multi-stakeholder projects in international development or related fields.
  • Background in information integrity, elections, journalism, or a related field.
  • Familiarity with FIMI concepts required.
  • Strong financial and compliance management skills.
  • Experience with institutional donors, ideally including Global Affairs Canada or comparable bilateral funders.
  • Excellent organizational and communication skills.
  • Demonstrated ability to manage competing priorities across time zones and partner organizations.
  • Fluency in English.
  • Proficiency in other languages is an asset.
  • Familiarity with social media analytics tools, OSINT methodologies, and related research is desirable.
  • Experience working in or with media, civil society, or electoral monitoring organizations is desirable.
  • Experience with CRM or distribution tools (Brevo or similar) is desirable.
  • Gender and inclusion awareness as applied to project implementation is desirable.
