About the Role
Directs, administers, and monitors the Center’s financial and administrative operations, overseeing departments such as finance, accounting, purchasing, property, data integrity, facilities, logistics, maintenance, transportation, health and wellness, and food service.
Responsibilities
- Provides training, assessment, and leadership for assigned staff.
- Adheres to and enforces all Center, ETR, and DOL policies and procedures.
- May act as Center Director in absence of same.
- Coordinates and leads the internal audit assessment.
- Establishes budget and cost controls for the Center, monitoring spending and funding status to ensure optimum resource allocation.
- Negotiates contracts with vendors and partners on behalf of the Center.
- Analyzes data, develops and submits accurate and timely reports, remediation plans, strategic plans, and surveys.
- Ensures compliance in all areas of finance, records management, data integrity, maintenance, property, purchasing, and wellness.
- Directs acquisition and purchasing in accordance with ETR and Job Corps policies and guidelines.
- Plans, organizes, and controls the use of overtime and on-call staff to ensure compliance with Center and ETR policy and procedures.
Requirements
- Four-years of proven work-related experience in an increasingly responsible position in finance and administration.
- Two-years experience in a high-level management capacity.
- Must possess a valid driver’s license with an acceptable driving record.
- Ability to perform effectively in an atmosphere of multiple and conflicting demands.
- Proven ability in establishing and maintaining effective working relationships with DOL and community officials, contractors, developers, and vendors.
- Demonstrated ability to prepare and analyze comprehensive and technical reports and data.
- Proven ability to plan, organize, and establish priorities for action in conjunction with others.
- Reading, writing and communicating fluently in English.
- Hearing and speaking to express ideas and/or exchange information in person or over the telephone.
- Seeing to read labels, posters, documents, PC screens, etc.
- Sitting, standing, moving about or walking for occasional or frequent periods of time.
- Dexterity of hands and fingers to operate a computer keyboard and other office equipment.
- Kneeling, bending at the waist, stooping and reaching overhead.
- Retrieving and storing files and supplies; occasionally carrying and/or lifting light objects.
Skills
- Working knowledge of FAR, governmental accounting and budgeting.
- Working knowledge of accounting practices and principles.
- Proven skills in the operational management of support services such as food service, health services, finance, purchasing, maintenance and logistics.
- Demonstrated leadership abilities.
- Excellent written/verbal communication skills.
- Excellent organizational skills.
- Proficient in the use of a personal computer.
- Working knowledge of MS Word, Excel, Outlook, etc.
