About the Role

Koniag Data Solutions is seeking an experienced Systems Engineer to support the design, development, implementation, and maintenance of IT systems and infrastructure for the U.S. Small Business Administration (SBA). This role is crucial for supporting SBA's IT modernization efforts and ensuring systems meet mission requirements, security standards, and operational needs.

Responsibilities

  • Plan, design, implement, and maintain IT systems and infrastructure solutions for the SBA, ensuring alignment with enterprise architecture standards, security requirements, and mission needs.
  • Perform systems engineering activities across the full lifecycle including requirements analysis, system design, development, integration, testing, deployment, operations, and maintenance.
  • Develop and maintain comprehensive systems engineering documentation including system architecture designs, technical specifications, configuration documentation, and standard operating procedures (SOPs).
  • Collaborate with enterprise architecture, security, network, application, and operations teams to ensure systems comply with SBA's framework, policies, and standards.
  • Support the integration of new and existing systems, ensuring interoperability, data integrity, and seamless operation across SBA's IT environment, including cloud platforms.
  • Conduct systems analysis and performance monitoring, identifying issues and implementing solutions to optimize system performance and reliability.
  • Support the planning and execution of system upgrades, migrations, and modernization initiatives.
  • Develop and execute test plans and procedures for assigned systems, including integration, performance, and user acceptance testing.
  • Support the implementation and maintenance of security controls in coordination with ISSO and security teams, ensuring compliance with security requirements and NIST guidelines.
  • Participate in change management processes, evaluating proposed changes for technical feasibility, security impact, and alignment with SBA standards.
  • Support disaster recovery and business continuity planning activities, including the development and testing of contingency plans and recovery procedures.
  • Provide Tier 2 and Tier 3 technical support for assigned SBA systems, troubleshooting complex issues and coordinating with vendors.
  • Evaluate emerging technologies, tools, and platforms, providing technical recommendations and supporting proof-of-concept activities.
  • Support the development of IT procurement requirements, statements of work, and technical evaluation criteria.
  • Stay current on emerging technologies, industry best practices, and federal IT standards and requirements.

Requirements

  • Bachelor's degree in Systems Engineering, Computer Science, Information Technology, Electrical Engineering, or a related field from an accredited college or university, OR equivalent combination of education and relevant work experience.
  • 5+ years of progressive experience in systems engineering, IT infrastructure, or a related field, with demonstrated experience designing, implementing, and maintaining complex IT systems in a federal government or large enterprise environment.
  • Demonstrated experience with enterprise systems architecture, systems integration, and the full systems engineering lifecycle in a federal government environment.
  • One or more of the following certifications: CompTIA Security+, Microsoft Certified: Azure Administrator Associate, Red Hat Certified System Administrator (RHCSA), or equivalent systems engineering or IT infrastructure certification.
  • Ability to obtain and maintain a Public Trust clearance as required by the SBA.

  • Familiarity with SBA-specific IT systems, infrastructure, and mission areas (Desired)
  • Experience with cloud migration and modernization activities (Desired)
  • Advanced knowledge of containerization and microservices technologies (Docker, Kubernetes, Red Hat OpenShift) (Desired)
  • Experience with infrastructure as code (IaC) tools and practices (Terraform, Ansible) (Desired)
  • Familiarity with DevSecOps practices (Desired)
  • Experience with storage technologies and architectures (SAN, NAS, cloud storage) (Desired)
  • Knowledge of IT service management (ITSM) frameworks (ITIL) (Desired)
  • Advanced certifications (INCOSE CSEP, Microsoft Azure Solutions Architect Expert, AWS Certified Solutions Architect – Professional, VCP) (Desired)
  • Experience supporting IT procurement activities (Desired)
  • Familiarity with supply chain risk management (SCRM) principles (Desired)
