About the Role
Responsible for the development, maintenance, and implementation of Gas Distribution policies, procedures, and standards to ensure compliance with federal and state regulations across Massachusetts and Connecticut. This role involves implementing procedures, managing quality management activities, and providing technical expertise in gas engineering, construction standards, and regulatory requirements.
Responsibilities
- Develop, maintain, and implement operations, maintenance policies, procedures, construction, material, and standards.
- Ensure all procedures comply with federal and state regulations and industry standards.
- Ensure new and revised procedures are completed timely and communicated to field operations.
- Provide interpretation and guidance for the execution of business procedures.
- Evaluate and approve new materials, products, processes, and tools for the distribution system.
- Monitor proposed legislation and regulations and respond appropriately.
- Update existing procedures to ensure compliance with new requirements.
- Assist in developing operating procedures for abnormal operating conditions.
- Implement and manage a common portal for publishing and managing standards and procedures.
- Develop schedules for the implementation and revision of consolidated standards and procedures.
- Provide guidance to training resources for the implementation and revision of consolidated standards.
- Support training on procedures and standards.
- Design, implement, and maintain business unit quality management programs, including inspection activities.
- Track inspection results, monitor findings for deficiencies, and take action to rectify non-compliant activities.
- Manage quality management activities such as Random QC inspections, Re-Dig program, Post Construction Audits, and other quality audits.
- Report non-compliance and document follow-up on QA/QC audits.
- Investigate material failures.
- Supervise the development of materials standardization.
- Provide assistance to operating department activities during system emergencies and restoration efforts.
- Implement best practices for efficient and effective procedures development and quality management strategies.
- Participate in or lead committees or meetings focused on compliance, internally and externally.
- Manage the department by establishing and monitoring area goals, policies, plans, programs, performance objectives, and budget.
- Analyze and recommend resource levels for program and policy development and implementation.
- Establish operating and financial objectives aligned with department goals.
- Manage area financial resources.
- Oversee the management and development of area staff.
- Assess the need for and oversee implementation of programs to ensure employees possess required technical, interpersonal, and organizational skills.
- Supervise, select, coach, and develop area staff.
- Communicate in writing and verbally in a clear, effective, and timely manner.
- Ensure safe work practices are followed and the environment is fully protected.
Requirements
- Requires thorough knowledge of federal and state regulations pertaining to natural gas distribution and production.
- Knowledge of natural gas distribution system operation.
- Knowledge of quality management processes and practices.
- Thorough knowledge of applicable work practices, procedures, and safety requirements.
- Working knowledge and use of Gas Business information and office automation.
- Strong interpersonal and oral and written communication skills.
- Strong leadership skills and ability to efficiently and effectively interact with all levels of the Organization.
- Displays initiative, holds others accountable, accepts responsibility, and makes sound decisions.
- Must be available to work emergency restoration assignment as required.
- Must be available to travel between MA/CT/NH as necessary.
- Work includes calculating, comparing, technical writing, editing, planning, evaluating, interpreting, organizing, consulting, analyzing, designing, documenting, specifying, coordinating, implementing, and presenting.
- This role works in an environment that often requires the performance of multiple simultaneous activities where deadlines need to be met and work is performed under pressure while involving significant business commitments and results.

- $152,420.00-$169,360.00
