About the Role

The Diversion Program Manager will oversee the strategic management and operational oversight of the Gun Diversion Program within Travis County. This role ensures effective service distribution, manages clinicians, and collaborates with stakeholders to achieve program goals of community safety and reduced rearrests. The ideal candidate will enhance program efficiency, accountability, and transparency.

Responsibilities

• Lead and manage the day-to-day operations of the diversion program aimed at addressing maladaptive behavior and reducing rearrests.
• Develop, implement, and monitor the coordination of services from intake to discharge planning.
• Oversee program budgeting and ensure appropriate resource allocation.
• Supervise and lead a team of clinicians responsible for service execution, including therapy and groups.
• Identify training and professional development opportunities for clinicians.
• Foster a positive work environment and collaboration with external stakeholders.
• Ensure the diversion program adheres to best practices and complies with local, state, and federal regulations.
• Stay abreast of legislative and policy changes to make informed program adjustments.
• Oversee service delivery to ensure program compliance.
• Ensure regular progress reports for attorneys and external stakeholders.
• Assess the efficiency of required documentation.
• Use data and feedback to inform program decisions and service delivery.
• Serve as the liaison between operations and attorneys/external stakeholders.
• Foster relationships with all stakeholders (judges, PO’s, attorneys).
• Represent GRO’s Gun Diversion Program at local and state meetings, conferences, and working groups.
• Respond to and resolve complex or sensitive issues related to diversion operations.
• Provide leadership and direct supervision to a multidisciplinary team, ensuring high-quality care.
• Conduct performance evaluations, coaching, and training for staff.
• Oversee case management, crisis intervention, and diversion program operations.
• Ensure compliance with Texas Medicaid billing guidelines, including managing documentation and billing processes.
• Stay up to date on Medicaid regulations and billing codes for accurate claims submission.
• Provide oversight and training to staff on proper documentation practices.
• Build and maintain strong relationships with key stakeholders in the Travis County community.
• Participate in community meetings, public forums, and task forces.
• Assist with budget development and resource allocation.
• Ensure services are delivered within budget and funding is maximized.

Requirements

• In-depth knowledge of diversion strategies and alternatives to incarceration.
• Proven experience in managing budgets and staff development.
• Strong communication skills, both written and verbal.
• Ability to effectively engage with internal teams and external stakeholders.
• Bilingual in Spanish and English.
• Minimum of 5 years of experience in community mental health services, with a strong emphasis on diversion and crisis intervention programs.
• Extensive experience working in Travis County’s mental health system.
• In-depth knowledge of Texas Medicaid billing practices, regulations, and compliance requirements.
• Proven track record of leadership and supervision in managing community-based mental health teams.
• Strong understanding of mental health crisis management, diversion strategies, and evidence-based practices.
• Excellent communication, interpersonal, and organizational skills.
• Ability to work collaboratively with diverse stakeholders and navigate complex community systems.
• Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Marriage and Family Therapist (LMFT) preferred.
• Experience in policy development and advocacy for mental health services.
• Familiarity with trauma-informed care principles and practices.
