About the Role

As Portfolio Innovation and Performance Lead, you will make a powerful contribution to the Council's Housing Directorate, managing a diverse portfolio of over 21,000 homes. You will translate resident needs, asset data, and compliance duties into decisions that maximize safety, value, and lifecycle performance. This newly created role offers the opportunity to shape its direction.

Responsibilities

  • Lead reviews across the housing portfolio to shape investment, redesign, repurpose, or retirement of assets.
  • Ensure Housing asset policy, strategy, and plans are up to date and co-designed with residents.
  • Take a holistic approach to maintaining social housing stock to a high standard and in accordance with statutory requirements.
  • Act as the technical lead for asset data assurance, tracking portfolio performance and assuring asset survey outputs.
  • Work with Data, Quality, and Systems teams to translate data into innovative outcomes.
  • Provide technical advice, reports, and audit trails on complex and sensitive issues for senior stakeholders.
  • Develop clear performance measures and data insights to improve repairs, planned works, and compliance.
  • Provide expert advice on asset investment and planning, balancing whole-life costs, carbon, social value, and resident needs.
  • Implement lessons learned into smarter, improved ways of working.
  • Lead a lifecycle approach to assets by developing scenarios, targets, and pathways with Finance, Programme, and Sustainability teams.
  • Provide day-to-day direction to project managers, mentoring them to build capability and embed a culture of continuous improvement.
  • Act as a lead representative for one of four patches of the borough.
  • Build strong, trusting relationships with a wide range of stakeholders.
  • Confidently represent the Council in high-profile forums.

Requirements

  • Experience in building or refreshing a prioritized multi-year investment plan using evidence and scenario modeling.
  • Experience creating and refining performance measures that improve service quality.
  • Experience providing expert options for appraisals that directed the right projects at the right time.
  • Motivation to translate resident needs, compliance duties, and asset data into clear portfolio choices and priorities.
  • Experience working with programme and/or project teams from brief to delivery, keeping to strategic objectives.
  • Strong contract management and project management skills.
  • Good knowledge of relevant ICT systems.
  • Experience overseeing compliance activity across housing assets.
  • Experience acting as an intelligent client, spotting when expert input is needed, commissioning surveys or consultants, and creating clear, evidence-backed decision trails.
  • Solid understanding of building safety legislation.
  • Experience ensuring compliance and monitoring performance against statutory, regulatory, and best-practice requirements.
  • Ability to explain complex information clearly.
  • Experience preparing reports and briefings for senior decision-makers, residents, and partners.
  • Skill in framing choices using business cases and scenario modeling.
  • Experience meaningfully engaging with tenants to maximize opportunities.
  • Ability to manage budgets and resources confidently, delivering value for money, ensuring strong governance and compliance, and setting evidence-led annual revenue and capital budgets.
  • Comprehensive understanding of current issues facing local government.
  • Experience working in a political or similarly challenging environment.
  • Experience leading change.
  • Enthusiasm for fostering a continuous improvement culture.
