About the Role

Under the supervision of the Contract Administration Manager, the Contract Administrator is responsible for administrative activities required to facilitate state and federal passthrough funding for eligible children’s advocacy centers. This role also involves local center communications, reviewing applications and reimbursement requests, and grant reporting, while upholding high professional standards and ethics.

Responsibilities

  • Prepares and implements the pass-through grant application and contracting process, coordinating with other departments and local centers.
  • Reviews local center applications against annual membership requirements and provides customer support.
  • Participates in the annual risk assessment process and development of local center monitoring plans.
  • Participates in contract monitoring activities, including reviewing insurance certificates, financial audits, budget documentation, and local center documentation for compliance.
  • Processes standard reimbursement requests from local centers, ensuring accuracy, validity, compliance, and allowability of costs.
  • Resolves questions or issues related to reimbursement requests with local centers.
  • Monitors local center financial contacts for changes in reimbursement preparers or financial contacts.
  • Trains new reimbursement preparers on CACTX reimbursement processes and requirements.
  • Processes all budget amendments to ensure allowability and compliance with grant guidance.
  • Recoups disallowed costs and communicates process requirements to local centers in partnership with Contract Specialists.
  • Participates in the development and revision of department policies, procedures, guidelines, and grant management tools.
  • Creates and updates resources for local centers.
  • Performs other contract/grant administration responsibilities as appropriate and necessary.

Requirements

  • Bachelor’s degree from a recognized college or university (additional education may substitute for experience).
  • Two years of grant or contract administration and/or finance experience, preferably in managing government grants/contracts.
  • Solid computer skills, including the Office suite of programs.
  • Significant prior experience using Excel is strongly preferred.
  • Familiarity with grant management systems and databases.
  • Knowledge of UGMS/TxGMS and Uniform Guidance (2 CFR 200).
  • Excellent customer service skills.
  • Ability to make decisions within standard operating protocol.
