About the Role

The Associate is responsible for coordinating and conducting full-cycle consultant management, including sourcing, onboarding, vendor management, and relationship management. They will also advise on and assist with implementing relevant policies and procedures.

Responsibilities

  • Provide strategic insights and identify opportunities to improve existing governance framework.
  • Influence management and hiring departments with strategic recommendations based on market data.
  • Lead the design, implementation, and optimization of a centralized consultant database.
  • Develop dashboards and reports for workforce insights.
  • Identify automation opportunities and streamline manual processes.
  • Propose and present annual consultant budget to management.
  • Analyze, evaluate, develop, and maintain the Bank’s consultant needs.
  • Perform full-cycle consultant management workflow activities.
  • Manage and maintain relationships with internal and external stakeholders.
  • Conduct market research on contractor market trends and hiring practices.
  • Conduct regular vendor performance reviews.
  • Perform contract review and negotiation with vendors.
  • Develop and enhance policies and procedures for consultant management.
  • Maintain accurate consultant records, contracts, and documentation.
  • Monitor consultant contract durations and coordinate renewals.
  • Lead consultant offboarding and exit management activities.
  • Advise on relevant policies and procedures based on legal updates.
  • Follow all internal policies and procedures within the Bank’s risk framework.
  • Escalate potential violations of policies or laws.
  • Ensure consultant engagements comply with policies, regulations, and obligations.
  • Support periodic audits by providing documentation.
  • Support and provide inputs on risk assessments.
  • Participate/lead departmental/Bank-wide ad hoc projects.
  • Assist in other HR segments if needed.

Requirements

  • Bachelor’s degree required, ideally in Human Resources, Organizational Development, Labor Relations, or other related majors.
  • 3 years of HR related experience with strong interest and passion in HR as a career required.
  • Recruitment experience is highly preferred.
  • Capable of multi-tasking and working in a fast-paced environment.
  • Excellent communication skill is a must.
  • Bilingual ability in Mandarin is highly preferred.
  • Data Analytical skill is highly preferred.
