About the Role

The Health & Safety Officer will support the continual development and implementation of the Company's Health, Safety, Wellbeing and Environmental management systems. The role is predominantly field-based, involving extensive travel throughout greater London and the Southeast to audit, inspect, and support operational fibre telecommunications crews, ensuring compliance with company procedures and UK legislation.

Responsibilities

  • Carry out regular site inspections, compliance audits, and behavioural safety observations across operational fibre telecommunications contracts.
  • Monitor compliance with the Health and Safety at Work etc. Act 1974, the New Roads and Street Works Act 1991 (NRSWA), the Construction (Design and Management) Regulations 2015 (CDM), and all other applicable health, safety, and environmental legislation.
  • Audit street works activities to ensure compliance with permit conditions, signing, lighting and guarding requirements, traffic management arrangements, excavation and reinstatement standards, and industry best practice.
  • Stop unsafe work where there is an immediate risk to employees, contractors, the public, or property, providing practical guidance and support.
  • Produce detailed inspection, audit, and incident investigation reports, communicating findings, trends, non-conformances, best practice, and recommendations.
  • Monitor corrective and preventative actions through to completion, verifying their effectiveness.
  • Work closely with Operational, Delivery, and Pre-Construction teams to promote a positive health and safety culture.
  • Support environmental objectives by promoting sustainable working practices and reducing the environmental impact of operational activities.
  • Demonstrate the Company's Vision, Mission, and Values through professional leadership, integrity, and exemplary behaviour.
  • Support the Head of Health & Safety in developing, implementing, and continually improving the Company's Health, Safety, Wellbeing, and Environmental Management System.
  • Review, develop, and maintain Safe Systems of Work (SSOW), Risk Assessments, and Method Statements (RAMS).
  • Investigate accidents, incidents, near misses, and dangerous occurrences, identifying root causes and ensuring appropriate corrective actions are implemented.
  • Deliver health and safety inductions, toolbox talks, and training programmes to operational and office-based employees.
  • Support operational teams with health and safety planning for new and existing projects.
  • Maintain statutory health and safety records and documentation.
  • Assist in maintaining the Company's Integrated Management System (IMS) and relevant ISO accreditations.
  • Cooperate with the Health and Safety Executive (HSE) and support the management of regulatory inspections and actions.
  • Seek continual professional development and contribute to the ongoing improvement of the business and the Health & Safety function.

Requirements

  • Extensive travel throughout greater London and the Southeast is essential, with regular visits to operational sites.
  • Experience within utilities, telecommunications, civil engineering, or street works environments.
  • Strong understanding of the Health and Safety at Work etc. Act 1974 and supporting health and safety legislation.
  • Sound knowledge of the New Roads and Street Works Act 1991 (NRSWA) and associated Codes of Practice.
  • Experience carrying out site inspections, audits, and incident investigations.
  • Ability to influence operational teams and drive positive behavioural change.
  • Excellent report writing and communication skills.
  • Full UK driving licence.
