About the Role
The HEOR Director is a leadership member of Evidence and Observational Research (EOR), leading the HEOR team as its head. This role establishes the HEOR organization, ensures sufficient study management capabilities, and oversees the delivery of HEOR studies and projects, ensuring feasibility, progress, financial expense, and quality.
Responsibilities
- Establish HEOR organization and ensure sufficient HEOR study management capabilities and capacity of team members.
- Hold ownership of HEOR studies/projects delivery, accountable for feasibility, progress, financial expense, and quality.
- Establish collaborative relationships with medical affairs functions and other departments.
- Track company, brand, and medical strategies to develop HEOR approach and strategy for real-world data (RWD) utilization.
- Monitor the Medical Affairs landscape, anticipate change, and incorporate forward-looking approaches into HEOR/RWD study planning and execution.
- Oversee operational/methodological feasibility of HEOR-related Evidence Generation programs.
- Ensure scientific and operational quality of HEOR study/project plans align with brand and evidence generation strategy.
- Ensure consistent scientific design structure with project purpose and objectives.
- Track, monitor, and deliver HEOR study progress within agreed timelines, budget, quality, and regulations.
- Select capable external service providers as per project requirements.
- Manage governance with external service providers and address issues around HEOR study/project delivery.
- Ensure data integrity and research ethics throughout HEOR project planning to research findings.
- Partner with DS to shape RWD utilization approach and strategy.
- Uplift HEOR and RWD-related evidence generation capability for medical function individuals and develop skills.
- Establish effective organization, process, roles, operations, and standards.
- Lead and develop preferred vendors as per sourcing strategy.
- Manage evidence planning framework/guidance to reflect best practices.
- Plan resources and allocate them effectively to evidence projects.
- Establish and leverage Global-Regional-Local networks.
- Bring best practices/lessons learnt within AstraZeneca to Japan Medical / EOR.
- Access required expertise, cutting-edge technologies, and solutions for HEOR and RWD-related Evidence Generation in Japan Medical.
- Establish aligned and collaborative operations across the global team.
Requirements

5 years HEOR Leadership experience
- Track records in successful planning and delivery of HEOR-related studies/projects with multiple therapeutic areas
- Line management experience or track record in developing high performing people / team
- Research using RWD, statistics and epidemiology
- Working both in Medical and Market Access functions (>5 years each)
- Working experience in global organization / teams
- Advanced degree in economics, outcomes research, public health, epidemiology, health services research, pharmacy, medicine or other related scientific discipline
- PhD in economics or other related scientific discipline or MD
- HEOR-related Study Delivery
- Strategic mindset with the ability to anticipate changes in Medical Affairs and embed forward-looking approaches into planning and execution
- Strong interpersonal and communication skills to drive effective collaboration, manage expectations, and resolve issues across functions and external partners
