About the Role
As an Outreach Rough Sleeping Coordinator, you will make a significant contribution to Westminster's response to rough sleeping and homelessness. You will oversee related accommodation and services, ensuring support is integrated and focused on helping individuals transition away from street-based lifestyles. This role involves shaping strategy, driving innovation, and coordinating inter-agency efforts to reduce rough sleeping and support individuals with complex needs.
Responsibilities
- Oversee rough sleeping and homelessness accommodation and associated services.
- Ensure support services are joined-up and focused on helping people move away from street-based lifestyles.
- Shape strategy and drive new ideas within the homelessness response.
- Coordinate inter-agency responses, bringing together Members, partners, internal teams, and key stakeholders.
- Reduce rough sleeping and support people with complex needs.
- Lead specific strategic projects and programmes of change.
- Help the service deliver on agreed outcomes and continuously improve.
- Build strong relationships across the Council and with external organisations.
- Translate relationships into practical support on the ground.
- Guide service delivery as a leader.
- Support teams through complex work.
- Ensure resources are used effectively.
- Maintain a clear focus on outcomes.
- Apply empathy and judgment in a service working with people at difficult points in their lives.

Requirements
- Substantial experience of leading a significant service or function in a large, multi-disciplined organisation.
- Strong track record of managing people, budgets, resources, and performance.
- Experience working at scale, turning strategic objectives into practical operational plans.
- Experience leading project, programme, and change management work.
- Experience as a visible and supportive leader, motivating and developing professional staff.
- Experience creating a positive culture.
- Experience working in a complex political and service environment.
- Comfort building relationships with senior managers, partner organisations, communities, public agencies, and statutory bodies.
- Strong communication and stakeholder management skills.
- Strong financial and budget management skills.
- Experience in business planning, quality, and performance management.
- Ability to analyse financial and performance information to identify improvements, savings, and new opportunities.
- Experience in procurement, supplier relationship management, and commercial thinking.
- Ability to identify new commercial opportunities, drive growth, and deliver value for money.
- Openness to new ideas and looking beyond traditional local government solutions.
- Understanding of the issues facing local government, including the legal, financial, and political context of public sector management.
- Understanding of the statutory responsibilities of the role.
