About the Role

As a Senior Environmental Health Officer in Westminster’s Private Sector Housing team, you will play a vital role in improving housing conditions and protecting residents. Your work will focus on ensuring privately rented homes are safe, well-managed, and fit for habitation, enforcing licensing schemes and housing legislation, and supporting the council’s duties under the new Renters’ Rights Act.

Responsibilities

  • Carry out routine or unannounced visits and inspections to ensure compliance with legislation.
  • Use engagement, education, or enforcement to improve housing conditions.
  • Deliver a fair and informed response to complaints and concerns, resolving them quickly and efficiently.
  • Promote and ensure the integration of environmental health principles across the council and its partners.
  • Provide guidance and support to improve public health.
  • Initiate legal proceedings and prepare/give evidence in court when enforcement action is necessary.
  • Undertake project work to deliver improvements to the service.
  • Lead on the delivery of high profile or complex cases.
  • Guide and mentor new officers and apprentices.
  • Support the Principal Officer in staff training and quality monitoring system development.

Requirements

  • A degree, diploma, or similar in Environmental Health.
  • Significant post-qualification experience working within Private Sector Housing.
  • Ability to respond to complex complaints from the public, stakeholders, and elected members.
  • Skills to deliver successfully in a high profile, customer-facing role.
  • Capability to build trusted relationships and de-escalate conflict in emotionally challenging situations.
  • Experience in providing education and advice, and using regulatory powers to effect change.
  • Well-developed experience working with a wide range of agencies and professionals.
  • Practical experience of case management, including gathering information and evidence for legal action.
  • Understanding of the rules of evidence and court proceedings.
  • Ability to understand and explain legislation, procedures, and requirements to others.
  • Skills to listen carefully to different points of view and influence behaviour.
  • Ability to assess the right intervention based on risk to the public.
  • Confidence to make quick decisions.
  • Ability to build close working relationships with internal and external teams.
  • Excellent written communication skills, producing clear and accurate documents, correspondence, and evidence.
  • Ability to manage workload to agreed targets, standards, and timeframes.
  • Ability to work with minimal supervision in the community.
  • Proficiency in the use of Microsoft Office Suite software.
  • Willingness to use handheld technology to record information and respond to customers.
