About the Role
The Change Portfolio Director is a strategic leader responsible for overall portfolio reporting to Executives and Senior leaders. They will ensure investment choices are linked to measurable outcomes, clear ownership, adoption, and post-implementation value realization. The role aims to create a change center of excellence for successful, well-governed, transparent, consistent, and value-focused technology-enabled business change delivery.
Responsibilities
- Contribute to the ongoing running and continuous improvement of the Data & Tech department.
- Oversee portfolio management, project management standards, governance, value management, and resource allocation.
- Ensure initiatives align with organizational strategic objectives and deliver measurable business value.
- Enhance and embed the Data and Technology operating model and change framework.
- Own annual change business planning and budgeting, linking investment decisions to strategic outcomes, value creation, and affordability.
- Use financial and non-financial measures to assess, prioritize, and sequence change initiatives.
- Review business cases for clarity, accuracy, and completeness, focusing on value creation, delivery, benefits viability, and ownership.
- Manage and report on portfolio investment, value delivery, and benefits to the CIO and Executive leadership.
- Manage and report on benefits realization, ROI, financial position, milestone progress, and value at risk.
- Establish and embed a value management discipline across the portfolio.
- Define and maintain clear value cases, benefit owners, value baselines, KPIs, and decision points.
- Develop and implement portfolio management strategies, policies, and frameworks.
- Oversee the management and governance of the technology-enabled business change portfolio.
- Apply a value-led prioritization model, continuously reviewing the portfolio against strategic fit, value, risk, affordability, capacity, and delivery confidence.
- Manage the funnel of proposed technology investments and review new idea submissions.
- Set up and chair Group Portfolio Boards.
- Set up and maintain a center of excellence for program, project & change management.
- Foster a culture of continuous improvement with change teams.
- Ensure program and project reviews are regularly and effectively conducted.
- Proactively engage with change teams to identify, manage, and resolve governance, resourcing, and delivery challenges.
- Anticipate and address potential dependency and schedule conflicts.
- Oversee and deliver monthly Data and Technology Change Portfolio reporting.
- Develop team objectives consistent with the vision and strategic objectives of the change portfolio.
- Monitor team performance, provide feedback, and address development needs.
- Collaborate with senior leadership and key stakeholders to ensure alignment of change goals with business objectives, value outcomes, and enterprise priorities.
- Work with business sponsors to confirm value ownership, adoption accountability, and benefits tracking.
- Build and maintain relationships across all areas of the organization.
- Manage and report on shared resource capacity.
- Ensure optimal resource utilization based on priorities, value, schedules, and budgets.
- Ensure programs and projects conduct appropriate risk assessments.
- Identify, assess, and mitigate risks associated with the project portfolio.
- Update and maintain the Data & Technology risk register for change-related risks.
Requirements
- Experience in portfolio management and governance within a technology department.
- Experience using financial and non-financial measures to value, prioritize, and sequence change initiatives.
- Strong value management experience across value creation, value delivery, and value realization.
- Proven ability to translate strategy into measurable outcomes, KPIs, KVIs, investment cases, and portfolio-level performance reporting.
- Proven experience implementing improvement initiatives, change frameworks, and best practice templates.
- In-depth understanding of portfolio management methodologies, tools, and best practices.
- Strong leadership, communication, and interpersonal skills.
- Proven ability to manage multiple tasks simultaneously and deliver results in a fast-paced environment.
- Experience of mixed agile and waterfall delivery environments.
- Experience of portfolio planning.

- Experience working with executive leadership teams to shape investment cases, prioritisation decisions, portfolio narratives and benefits realisation plans.
- Experience in real estate, asset management, retail, workplace, capital projects or another asset-intensive environment.
- Relevant professional qualifications or certifications such as PfMP, MSP, MoP, PRINCE2, Agile, Lean Portfolio Management or Benefits Management.
