About the Role

Support the Texas Education Agency (TEA) on projects focused on improving outcomes for Texas students, with an emphasis on major enhancements and/or rewrite efforts. Serve as the conduit between the program/customer community and the software development team for requirements.

Responsibilities

  • Analyze user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems.
  • Elicit requirements using JAD sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Transform elicited information into business and functional requirements.
  • Develop use cases, user stories, and software requirements specifications documents using standard templates.
  • Create wireframes and mockups using simple, unambiguous, and concise natural language.
  • Act as a mentor to peers and colleagues in disseminating business analysis best practices.
  • Proactively seek out training opportunities to maintain and enhance business analysis expertise.
  • Use Jira and Modern Requirements to manage the change control process and participate in the SDLC.
  • Track and communicate requirements status throughout the project life cycle.
  • Verify fulfillment of all requirements, including those related to post-implementation enhancements.

Requirements

  • 8 years of experience eliciting requirements from interviews with customers and creating well-written system requirements.
  • 8 years of experience with software development life cycles (SDLCs).
  • 8 years of business process re-engineering and software process flow improvement experience.
  • 8 years of experience developing user stories and use cases that conform to business analysis best practices.
  • 8 years of experience designing mockups and/or wireframes that conform to UX best practices.
  • 5 years of demonstrated strong communication and facilitation skills.
  • 5 years of demonstrated strong writing and organization skills.
  • 4 years of documented experience working for or closely with TEA, or a federal, state, or local education agency, or an education vendor.
  • 2 years of documented work experience with the issue tracking software Atlassian Jira.
  • 2 years of documented work experience with the requirements management software Modern Requirements.
  • 1 year of previous experience with Educator Certification.
  • 1 year of previous experience with Educator Preparation Program Data Collection and Accountability.
  • Candidates must currently live within 50 miles of the Austin, Texas work location.
