About the Role

The Section Chief, Quality Assurance coordinates all aspects of the Quality Assurance Section, including planning, grants management, and compliance processes. This role ensures program and grant compliance for various funding streams and facilitates external audit efforts while collaborating with TDEM and TAMUS staff.

Responsibilities

• Coordinate monitoring of grants, loans, and funding sources from application to closeout.
• Serve as project manager for quality assurance, compliance, and grants management.
• Collaborate with stakeholders to reduce duplication of effort.
• Provide guidance on the management of grants, loans, and funding allocations.
• Represent TDEM on task forces, partnerships, and subject matter forums.
• Coordinate the review of single-audit compliance by local jurisdictions.
• Serve as the state point of contact for FEMA grant close-out efforts.
• Train state and local officials on federal and state rules and regulations.
• Lead coordination of audits, compliance efforts, and organizational reviews.
• Coordinate with TDEM Finance regarding audits, payments, reconciliations, and expenditure certification.
• Resolve complex payment and funding transfer variances.
• Develop work plans, set performance expectations, and conduct staff evaluations.
• Maintain and revise grant terms and conditions for subrecipients.
• Initiate performance improvement plans.
• Develop, revise, and implement division grant policies.
• Monitor grant periods of performance, closeout liquidation, and availability.
• Communicate with state, federal, and local government representatives.
• Collaborate on emergency procurement, management costs, and federal program eligibility.
• Coordinate with TDEM contractors and support affiliates.
• Conduct program analysis, research studies, and legislative assignments.
• Monitor and evaluate policies and procedures for compliance.
• Supervise assigned staff.
• Support emergency operations in the State Operations Center as assigned.
• Travel up to 20% of the time.

Requirements

• Bachelor’s degree in an applicable field or equivalent combination of education and experience.
• Ten years of progressively responsible work experience in metropolitan, state, military, or large-scale industrial organizations.
• Three years of experience in a management capacity.
• Valid Texas driver’s license or ability to obtain one at hire.
• Complete IS courses 100, 200, 300, 700, 701, and 800 within six months of employment.
• Ability to work extended or non-traditional hours including evenings and weekends.
• Ability to drive.
• Subject to a criminal history investigation.
