About the Role

The Project Procurement Manager, Bid and Projects (PPM) provides efficient and cost-effective purchasing support to Bids, contributing to the profitability and competitiveness of Procurement work packages. The PPM role is fully integrated within a Bid and is responsible for consolidating equipment and subcontracting costs using internal processes and tools. The PPM works upstream with the Bid Manager, Bid technical team, and Procurement to develop the Supply Chain strategy for the Bid.

Responsibilities

Responsible for timely and cost-effective provision of supplies and services for the Bid according to tender requirements, project schedule, sales forecast, and projected costing.
Manage and coordinate interfaces among Bid Management, Engineering, and Procurement in accordance with company procedures.
Work with the Procurement team to develop the Supply Strategy and ensure it aligns with tender requirements and is communicated within Bids and the technical team.
Develop the Supply Chain Plan to identify how the strategy will be implemented during the Project phase, following Hitachi Rail Management Processes.
Participate in formulating and implementing the Make/Team/Buy strategy for the Bid.
Focus supply chain costs optimization early in the lifecycle, ensuring savings are achieved against budget.
Analyze costs of equipment and systems to identify focus areas or opportunities for reduction.
Coordinate with procurement the development of a Purchasing Savings Opportunities plan (competitiveness plan).
Identify Supply Chain Risks and develop mitigation plans.
Collaborate with and influence the Technical team for design choices, including methodology for achieving the design release schedule and savings.
Manage risks pertaining to Goods & Services, including assessment, mitigation, and documenting convergence of risks to a satisfactory level following Hitachi Rail process.
Responsible to define, deploy, maintain, and provide technical support for any tools related to Bid equipment and services estimates.
Execute projects through the implementation of the Acquisition Project Plan, ensuring convergence of risks, cost, and lead times within specified quality parameters and engaging corrective action for any deviations to the plan with minimal supervision on assigned projects.
Develop the Acquisition Plan to identify how the procurement strategy would be implemented across the Project, based on a reviewed and agreed company Subcontract Management Process appropriate for the Project.
Coordinate Sourcing/Contracting activities in support of Project work package requirements.
Review package progress and performance formally with the Hitachi Rail Family purchasing team and ensure issues are tracked, managed, and escalated as required.
Develop and implement Purchasing Savings Opportunities plan (competitiveness plan).
Conduct and contribute to the Post Mortem Analysis (lessons learned) for the Acquisition work packages in the Project.
Report on a regular and periodic basis achievements, issues, and goals.

Requirements

B.Sc. or B.Eng. in Engineering or equivalent relevant degree.
10+ years of experience in a project-based organization.
Project Management experience.
5 years of experience in cost estimating.
Excellent communication and presentations skills.
Demonstrates superior interpersonal, written, and oral skills in daily relations, negotiations, and reporting.
Maintains complete and effective lines of communication with Bids and senior management.
Excellent computer skills, including Excel programming, PowerPoint, and SAP.
Ability to interface well and influence effectively at all levels, including internally and externally with customers, partners, and suppliers.
A strategic thinker who has the ability to work innovatively with sometimes-unclear briefs.
A persistent and tenacious high achiever, with the ability to quickly learn new skills and concepts.
Desire to become a future specialist, manager, or leader.
Self-starter, able to work with little supervision.
