About the Role

The Senior Enforcement Officer contributes to field oversight and mentorship of Enforcement Officers, providing advice and guidance on procedures affecting TRCA’s Enforcement and Compliance program. This role participates in environmental and construction compliance, public safety, and community liaison outreach. The Senior Enforcement Officer conducts compliance monitoring, responds to public inquiries and complaints, and identifies and addresses unlawful activities on TRCA landholdings and under TRCA’s permitting regulations. The role also supports TRCA’s Emergency and Flood Management Program.

Responsibilities

Provides oversight to a small team of Enforcement Officers, delegating tasks and ensuring alignment to complete daily objectives.
Supports onboarding, provides on-the-job training and mentoring, and ensures team members understand expectations and priorities.
Conducts and documents regular compliance audits of TRCA permit sites.
Coordinates with partnering agencies and TRCA staff to develop and negotiate compliance strategies.
Patrols and responds to complaints or occurrences relating to development/construction activities and unauthorized infractions on TRCA landholdings.
Identifies infractions, conducts investigations, and initiates legal action for unlawful activities.
Coordinates TRCA prosecutions, collects evidence, prepares case files, issues offence notices, swears and serves Informations, prepares Crown Briefs, participates in court proceedings, and supervises execution of remedial works.
Ensures staff/volunteers/contractors comply with health & safety policies and other TRCA policies.
Participates in the River Watch Program to identify potential or occurring flood risk or damage and safety concerns.

Requirements

Post-secondary diploma or degree in Resource Management and Police Foundations or a related field.
Eligible to qualify for appointment as a Provincial Offences Officer with clean criminal background check.
Canadian Certified Inspector of Sediment and Erosion Control (CAN-CISEC).
Valid Ontario Class G driver's license.
Successful completion of a Vulnerable Sector Screening or current Criminal Background Check.
4+ years of experience directly relating to major tasks, coupled with experience mentoring and coaching team members.
Experience in initiating proceedings (charges) in both Provincial Offences Act - Part 1 (Offence Notices) and Part 3 (Informations).
Experience in conducting inspections and investigations and preparing Crown Briefs.
Direct enforcement experience with Conservation Authorities Act, both Section 28 and Section 29.
Experience with complex site plan comprehension, best management construction practices, construction methodology, environmental controls.
Demonstrated knowledge of relevant Provincial and Federal legislation including the Conservation Authorities Act, Trespass to Property Act, Provincial Offence Act, Criminal Code, Fisheries Act, Charter of Rights and Freedoms.
Demonstrated knowledge of case law, procedures of law, rules of evidence and preparing legal documents.
Knowledge of ecological principles, including ecosystem management, impact assessment, restoration and mitigation techniques.
Demonstrated experience in supervising staff.
Demonstrated experience in successfully negotiating resolutions to technical and complex issues.
Strong communication skills to provide clear and concise communication in both non-emergency and emergency situations.
Ability to communicate effectively with tact and courtesy.
Ability to overcome objections by reasoning persuasively.
Influential communicator able to facilitate discussions between parties with different perspectives and resolve conflicts.
Ability to make sound and effective decisions under pressure.
Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint.
