About the Role
This strategic role manages the US Federal Market Sector procurement lifecycle, from budget forecasting to post-award implementation. It centralizes the company's Federal Business Development and CRM processes to enhance profitability and win rates across global business units.
Responsibilities
- Develop Federal project pursuit strategies with Area Operational leadership.
- Track Federal contract funding from budget requests through acquisition stages.
- Establish relationships with Federal Contract Acquisition Office staff to gather procurement intelligence.
- Shape solicitations to align with company and partner capabilities.
- Mentor Regional Business Development leaders on identifying and tracking opportunities.
- Support staff in client presentations, teaming efforts, and RFP responses.
- Provide CRM updates and opportunity reports for Indefinite Delivery Contracts (IDCs).
- Maintain connections with key owners and agencies in relevant geographic areas.
- Prepare and negotiate designer, subcontractor, and Joint Venture agreements.
- Submit forecast reporting on prospective work to leadership.
- Oversee the creation of high-quality proposal documents.
- Participate in project hand-off calls to ensure accurate transfer of contract specifications.
Requirements
- 10+ years of Federal Construction or Government contracting experience in business development.
- Experience with Federal agencies including DOD, NAVFAC, GSA, or USACE.
- Deep understanding of the Federal Acquisition Regulation (FAR) and agency-specific requirements.
- Proven ability to develop pursuit strategies for complex infrastructure projects.
- Ability to identify contract inconsistencies that may increase risk or expense.
- Ability to facilitate owner needs during pre-bid, bid, and project phases.
