About the Role

Support a major technology-enabled transformation for a confidential government organization, focusing on new ways of working as it modernizes technology, processes, operating model, governance, and workforce capability. The role will initially support strategy development and then transition to focus on organizational change management, engagement, and adoption.

Responsibilities

  • Support the roadmap, success measures, KPI framework, benefits logic, adoption model, and executive reporting.
  • Support a healthy, inclusive, and psychologically safe transformation environment by ensuring objectives, expectations, and assumptions are realistic and understood.
  • Identify where unclear strategy, unsupported assumptions, unrealistic targets, or change saturation could create pressure, confusion, or reduced confidence.
  • Ensure reporting supports learning, decision-making, and prioritization, not punitive measurement.
  • Factor stakeholder capacity, readiness, workforce impacts, and change fatigue into delivery assumptions.
  • Support the transformation roadmap, ensuring outcomes, milestones, adoption requirements, dependencies, risks, and success measures are clearly connected.
  • Translate transformation objectives into practical adoption measures, leading indicators, KPI definitions, and reporting requirements.
  • Define benefits and value logic, including evidence sources, ownership, timing, dependencies, and links to adoption, process, and workforce outcomes.
  • Support executive materials that explain the value case, roadmap logic, adoption model, KPI framework, assumptions, risks, and performance updates.
  • Work with the OCM team to align readiness, engagement, training, communications, and stakeholder feedback to transformation intent.
  • Work with process teams to reflect future-state processes, system impacts, and operational measures in adoption and benefits planning.
  • Support baseline definition for performance, capability, process, readiness, or maturity measures.
  • Provide input into adoption dashboards, readiness reporting, executive updates, and benefits assurance.
  • Identify adoption risks, resistance themes, capability gaps, and stakeholder concerns that may affect outcomes.
  • Ensure benefits claims are evidence-based, realistic, and supported by adoption, process, workforce, or performance data.
  • Ensure KPI, adoption, and benefits claims are traceable to agreed measures, client data, and delivery evidence.
  • Raise risks early where benefits are unclear, unowned, hard to measure, or unlikely to be realized.
  • Maintain clear assumptions, baselines, targets, dependencies, and reporting logic for governance review.
  • Represent stakeholder feedback and adoption evidence honestly in reporting and benefits assurance.
  • Help teams understand how their work contributes to measurable outcomes and sustainable adoption.
  • Create a shared adoption and performance language across strategy, process, technology, workforce, and delivery teams.
  • Help leaders make decisions by presenting evidence, risks, stakeholder feedback, and priorities clearly.
  • Create reusable strategy, adoption, and performance tools, including KPI maps, reporting packs, and assurance checklists.
  • Contribute to an integrated delivery environment across strategy, process, technology, change, learning, and workforce teams.

Requirements

  • Minimum 5 years of experience in transformation strategy, change strategy, adoption planning, benefits realization, transformation performance, organizational change management (OCM), or program assurance.
  • Proven experience supporting technology-enabled transformation, system implementation, process redesign, and large-scale organizational change programs.
  • Strong background in translating transformation objectives into practical change, adoption, performance, and benefits realization measures.
  • Demonstrated ability to develop roadmaps, KPI frameworks, success measures, executive updates, strategy materials, and adoption models.
  • Experience conducting change impact analysis, stakeholder segmentation, readiness assessments, resistance management, and behavioral change initiatives.
  • Working knowledge of change management methodologies, including Prosci/ADKAR, stakeholder analysis, readiness assessment, and adoption measurement techniques.
  • Proven capability in creating KPI maps, benefits registers, adoption dashboards, value-tracking tools, executive reports, and performance scorecards.
  • Experience working within complex, multi-stakeholder environments and leveraging tools such as Excel, PowerPoint, Power BI, SharePoint, Teams, Jira, Azure DevOps, Smartsheet, or similar platforms.
