About the Role

Senior HR leader for RX Japan, responsible for the full people agenda. Sits on the RX Japan Management Team as HR adviser to the President, COO, and leadership team, and on the RX HR Leadership Team as the Japan representative within the global HR function. A central focus is leading the integration of RX Japan into the RX and RELX global operating model. Building strong relationships with the Japan senior leadership team and leading change with credibility and cultural sensitivity are critical to success in this role.

Responsibilities

  • Business Partnership: Act as HR adviser to the RX Japan President, COO, and management team on all people matters.
  • Develop and deliver a Japan people plan aligned to business strategy and global HR priorities.
  • Advise on organisational design, workforce planning, and change; use people data to support decision-making.
  • Integration & Transformation: Lead the HR workstream of RX Japan's integration into the RX/RELX global operating model.
  • Identify gaps between local and global HR practices; develop and implement transition plans.
  • Manage senior stakeholder engagement through change, building buy-in and managing resistance.
  • Align HR policies, processes, and systems to global frameworks within Japanese legal requirements.
  • Talent & Organisational Effectiveness: Own the Japan talent review: succession planning, high-potential identification, and development.
  • Lead OD activity and support the business through restructuring and transformation.
  • Embed effective performance management and drive a high-performance culture.
  • Reward: Ensure Japan compensation and benefits are market-competitive and internally equitable, working with the global Rewards COE.
  • Lead the annual Japan reward review cycle.
  • Lead simplification and alignment of the Japan sales incentive plan to a consistent, scalable framework in line with global RX practice.
  • Global HR Partnership: Active member of the RX HR Leadership Team; primary Japan contact for global COEs.
  • Deploy global HR frameworks locally; ensure the Japan perspective informs global HR decision-making.
  • Employee Relations & Compliance: Manage ER matters in line with Japanese labour law and company policy.
  • Ensure HR policy and practice is compliant with local legislation and aligned to global standards.
  • Team Leadership: Line manage three direct reports: two HR professionals and one Real Estate & Facilities manager.
  • Set objectives, provide regular feedback, and develop team capability.

Requirements

  • Senior HRBP experience in a global, matrixed organisation.
  • Track record of influencing and advising at President / C-suite level.
  • Leading HR through integration or transformation, particularly aligning an autonomous local business to a global model.
  • Strong knowledge of Japanese labour law and employment practice.
  • Full HR generalist remit: talent, OD, reward, ER, change.
  • People management experience.
  • Sales incentive plan design, simplification, or rationalisation.
  • Experience operating within a global HR COE model.
  • Senior stakeholder influence -- credible at President and C-suite level.
  • Change leadership -- able to bring senior leaders on a change journey and sustain momentum.
  • Commercial acumen and analytical capability.
  • Cross-cultural effectiveness across Japanese and global working environments.
  • Sound judgement in complex, ambiguous situations.
  • Native-level Japanese (essential).
  • Business-level English for global stakeholder engagement (essential).
  • Degree-level education or equivalent.
  • HR professional qualification desirable.
  • HRBP or HR Management experience in a business-facing role.
  • HR team/member management and development experience.
  • Experience driving organisational change, process improvement, and policy/process review.
  • Experience building trust and achieving consensus with stakeholders.
  • Ability to translate global policies into practical local application considering Japanese business context.
  • Global company HR experience of 5+ years.
  • HR-related major and qualifications.
