About the Role
The People and Culture Advisor is responsible for addressing employee Human Resources needs, with a primary focus on delivering mandatory trainings throughout the agency. This role serves as a central point of contact for all HR matters.
Responsibilities
- Design and conduct effective training on specific Human Resources topics, including performance evaluations, targeted recruitment, employee and labor relations, employment and labor laws, new manager training, and communication and teamwork.
- Liaise with managers to determine training needs and schedule training sessions.
- Design and conduct trainings to meet compliance for various programs.
- Conduct seminars, workshops, and individual training sessions.
- Prepare educational materials such as module summaries and videos.
- Partner with supervisors to support employee development and provide coaching based on feedback and performance insights.
- Conduct evaluations and surveys to identify areas for improvement.
- Monitor employee performance and response to training.
- Maintain attendance and trainee progress records.
- Provide clear, accurate information to applicants and respond promptly to questions.
- Demonstrate exemplary skills to set a positive example.
- Schedule training sessions to minimize disruption to normal operations.
- Provide ongoing advisory services to managers and staff on various topics to support staff and leadership growth.
- Recommend training and professional development to supervisors/managers.
- Intervene in employee relations matters to provide resolution.
- Advise and support supervisors/managers in implementing corrective action conversations and documentation.
- Develop and maintain positive working relationships with union representatives.
- Consult with employees and supervisors/managers on ER/LR, Title VII, ADA/FEHA, ADEA, CBA, and other job-related laws and regulations.
- Lead department projects to successful completion.
- Represent the People & Culture department in various meetings upon request.
- Act as a resource to other People & Culture Advisors and provide guidance.
- Create self-development opportunities.
- Enter and maintain candidate and employee data in the HRIS accurately.
- Travel to various program sites to support training, meetings, investigations, and onsite advisory support.
- Attend mandatory People & Culture and agency-wide meetings.
- Maintain the confidentiality of the People & Culture office.
- Ensure all work is performed with an equity lens to promote equitable outcomes.
Requirements
- Minimum 2 years of People and Culture (HR Generalist) experience.
- Bachelor's degree and relevant industry experience required.
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
- Exceptional communication, presentation, and interpersonal skills.
- Deep and thorough understanding of the business or organization.
- Creative and innovative thinking.
- Strong organizational and administrative skills.
- Knowledge of employee and labor relations.
- Basic knowledge of employment laws.
- Proficient in tracking training data, analyzing survey results, and generating reports.
- Ability to create and maintain good working relationships with internal and external constituents.

- Ability to pay attention to detail.
- Self-motivated and capable of working independently with discretion.
