About the Role
The NYC DOE seeks a qualified contractor to provide project management, business analysis, application support, testing, training, data management, business intelligence, and reporting services for its Special Education systems. This role supports the implementation and enhancement of the ATLAS platform, modernization of Special Education applications, development of regulatory and operational reports, maintenance of enterprise data repositories, user training, and continuous operational support.
Responsibilities
- Analyze business operations, workflows, and internal processes to identify opportunities for improvement.
- Document and develop "as-is" and "to-be" business process models.
- Gather, analyze, validate, and document business and functional requirements.
- Refine business cases and evaluate proposed solutions.
- Prepare project documentation including Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), use cases, workflow diagrams, process maps, and requirements traceability matrices.
- Collaborate with project managers, developers, testers, and business stakeholders throughout the System Development Life Cycle (SDLC).
- Support solution design, testing, user acceptance testing (UAT), and implementation activities.
- Assist with change management, stakeholder communications, and end-user training activities.
- Ensure all project documentation complies with DOE standards and project governance requirements.
Requirements
- Minimum of 5 years of experience as a Business Analyst supporting enterprise IT projects.
- Demonstrated experience gathering, analyzing, and documenting business and functional requirements.
- Experience creating business process models, workflow diagrams, use cases, and requirements traceability matrices.
- Knowledge of System Development Life Cycle (SDLC) methodologies, including Agile and Waterfall.
- Proficiency with Microsoft Visio, Microsoft Project, HP ALM/Quality Center, Atlassian JIRA, and Microsoft Office Suite.
- Experience facilitating stakeholder interviews, workshops, and requirements review sessions.
- Strong analytical, problem-solving, organizational, and critical thinking skills.
- Excellent written and verbal communication skills with the ability to prepare clear technical and business documentation.
- Experience supporting system testing, User Acceptance Testing (UAT), and implementation activities.
- Ability to manage multiple priorities and work collaboratively with cross-functional business and technical teams.
- Experience supporting government, public sector, education, or large enterprise organizations is preferred.
