About the Role

This position assists and assures full compliance of all Foundation Communities’ programs, maintaining the organization's good standing with federal and state agencies and funder requirements. The Senior Compliance Analyst needs to be well versed in guidelines and regulations for LIHTC, HOME, TCAP Replacement Funds, HUD Section 8 Voucher, Housing Trust Fund, NSP, and Section 811.

Responsibilities

  • Oversee timely completion of approvals for all recertification and new move-in files.
  • Maintain lease-up reporting for City of Austin & TDHCA.
  • Send leasing updates to property and management staff.
  • Maintain compliance-specific requirements/set-asides.
  • Ensure property leasing aligns with property set-asides.
  • Maintain full knowledge of rules and regulations for each compliance program.
  • Attend training regularly to stay current with program changes and updates.
  • Process files for 811 & Tax Credit parties during compliance analyst absence.
  • Oversee and/or perform all data entry related to online reporting.
  • Match received and approved files to monthly reports to verify income, rent, and household size accuracy.
  • Match ICs to compliance reports and approved files to ensure information consistency.
  • Request approval pages from property staff if a file was not received.
  • Request corrected pages to be scanned and saved to the server if IC and necessary forms are incorrect.
  • Update monthly compliance report information to TDHCA/CMTS and MDSI for applicable properties.
  • Assist the Director of Compliance and Compliance Trainer with compliance-related issues.
  • Assist the 811 Coordinator with 811 applicants and tenants.
  • Oversee and/or perform review and approval of all new lease files submitted by each property for compliance.
  • Oversee and/or perform review and approval of all lease files submitted by each property for annual recertification.
  • Perform additional duties as assigned.
  • Print new applicant packets to train staff at new properties prior to lease-up.
  • Provide on-site assistance to new properties during the initial lease-up process.
  • Review all new applicant files to ensure accuracy of income/asset calculations.
  • Approve/deny applicants and update the Compliance Report as new move-ins occur.
  • Oversee corrections of initial files and provide to funders as requested.

Requirements

  • Thorough knowledge of Federal, State, and City Compliance Program Requirements.
  • A minimum of 6 years of experience in the Affordable Housing Compliance field.
  • Must be computer literate with working knowledge of Excel, Adobe (PDF) Writer, Word, and OneSite (Property Management software).
  • Excellent Customer Service skills.
  • Excellent written skills.
  • Detailed oriented while exercising accuracy.
  • Ability to follow direction and provide oversight to critical reporting deadlines.
  • Excellent mathematical and analytical abilities.

  • Requires sitting or standing at a desk for long periods of time indoors.

Salary/Compensations

  • $25.73 per hour
