About the Role

The Quality Manager will be accountable for managing the implementation of consistent and effective site and other quality management tools, techniques, processes and standards across the APD Renewals portfolio and other Pan TfL jobs delivered by the Ballasted Track Team, in line with TfL and industry best practice.

Responsibilities

  • Accountable for leading and managing the supervision of TfL staff and contractors to achieve consistent site and other quality standards.
  • Accountable for creating, leading and managing the implementation of quality management tools and techniques, processes and standards across BTT, in line with TfL and industry best practice and integrating these within the wider project controls framework for APD including the Track Delivery Unit, TDU.
  • Responsible for applying advanced knowledge in the technical/professional discipline of quality management with specific reference to civil engineering standards, specifications and all relevant legal and regulatory frameworks.
  • Work with the Planning and Engineering Compliance Manger and TfL Senior Managers to identify initiatives to build quality management capabilities within APD and implement these.
  • Accountable for managing day to day activities of the BTT Delivery Teams in regards to Quality Management, setting clear objectives for team members and ensuring that project and programme teams receive effective site and other quality management support.
  • Determine, programme and carry out appropriate surveillance activities and audits against the Renewals activities and Programme procedures.
  • Ensuring the programme is compliant with ISO 9001 and other TfL and industry quality related requirements.
  • Provide Quality related training to equip the project with the skills to drive improvements in Quality performance, and by implication cost and safety performance.

  • Lead Digital Quality Systems on the project as with technical expertise.
  • Good knowledge and understanding of project and programme management methodologies and their practical application in a transport setting.
  • An understanding of TfL project and programme management methodologies and processes.
  • Have gained a reputation in understanding and implementing site and other quality management frameworks, processes, tools and techniques across a wide range of projects and programmes.
  • Trained ISO 9001 Lead Auditor and/or Internal Auditor.
  • Experience of working in complex multi-functional and matrix environments.
  • Proven record of taking personal responsibility and accountability for implementing quality management to ensure delivery of major programmes / projects in a large, complex organisation.
  • Experience of personal responsibility and accountability for leading and managing specialist teams in a matrix environment and ensuring that they deliver.
  • Experience of managing performance and delivery through internal teams, external contractors and or suppliers.
