About the Role
Rakuten Mobile is revolutionizing the telecommunications industry with innovative technologies like 5G, AI, and IoT. We are seeking a visionary Regional Head to lead RF planning, optimization, and deployment, driving the transformation towards autonomous, AI-driven network operations.
Responsibilities
- Lead end-to-end RF planning for network expansion, modernization, and capacity growth.
- Drive optimization programs to enhance coverage, throughput, latency, and overall customer experience.
- Oversee RF design readiness and provide deployment support for new site rollouts, upgrades, and modernization initiatives.
- Partner with cross-functional teams to ensure timely, high-quality execution.
- Drive AI/ML-enabled use cases across the RF lifecycle.
- Lead autonomous optimization initiatives using agentic workflows to support closed-loop monitoring, analysis, and execution.
- Identify and implement automation opportunities for anomaly detection, congestion forecasting, parameter recommendation, and post-deployment validation.
- Analyze OSS data, drive test outputs, and performance trends to proactively identify issues and implement corrective actions.
- Manage vendor/partner deliverables regarding quality, timelines, and innovation.
- Lead team capability development in RF engineering and AI-enabled operations.
Requirements
- 10+ years in wireless/mobile network engineering with deep expertise in RF planning and optimization.
- 5+ years in a leadership role within network engineering or operations.
- Mastery of LTE/5G radio networks, RF design, propagation modeling, link budget analysis, interference management, and capacity planning.
- Proficiency in OSS platforms, drive test tools, planning software, GIS platforms, and network performance analytics.
- Understanding of AI/ML applications in telecom, automation frameworks, and data-driven optimization.
- English proficiency is required.
- Experience in dense urban network environments (e.g., Tokyo) and understanding of Japanese telecom market dynamics is preferred.
- Hands-on experience with 5G rollout, SON, AIOps, closed-loop automation, or autonomous network operations is preferred.
- Exposure to agentic AI workflows or advanced intelligent operations platforms is preferred.
- Strategic thinking, technical leadership, and data-driven problem solving.
- Strong execution focus with an innovation-first mindset.
- Excellent stakeholder management and team leadership capabilities.
- TOEIC score of 600 or equivalent English proficiency/skills.
