About the Role
The Facilities Manager oversees the day-to-day operations and tactical execution of the HomeRise Facilities Team, ensuring high-quality maintenance, janitorial, and sanitation services across the HomeRise building portfolio. This role involves effective resource allocation, preventive planning, and direct supervision to continuously improve properties, operational budgets, and labor resources to meet performance milestones.
Responsibilities
- Develops and leads all facilities programming, including strategic and tactical planning, labor resources, budget management, and service delivery systems.
- Monitors department workflow and project status.
- Prepares and administers internal safety policies and procedures relating to facilities maintenance.
- Develops and maintains a monthly Cal OSHA required training cadence.
- Works with the Director of Housing Operations to establish and track operational and financial goals.
- Promotes a culture of teamwork, accountability, and team results.
- Develops and implements a comprehensive maintenance plan (corrective and preventative) for all facilities, grounds, and major systems (HVAC, mechanical, plumbing, electrical, structural).
- Provides an efficient work order system for repairs, ensuring timely completion of maintenance, unit turnovers, and repairs.
- Reports on work order status to the Director of Housing Operations.
- Develops a custodial service plan for each building, outlining tasks and expectations for janitorial employees.
- Ensures timely delivery of sanitation services, make-ready work, routine work orders, emergency work, preventive/deferred maintenance, and special projects.
- Interfaces with Asset Management to develop and maintain service plans and project plans.
- Develops the HomeRise Operations & Maintenance Plan, providing orientation, policy, procedure, and quality control standards.
- Develops standards and performance metrics for maintenance and janitorial work, as well as vendor and contractor performance.
- Generates Individual Building Site Services Plans with targeted goals and metrics.
- Conducts efficiency studies and recommends procedures to improve operational efficiency.
- Interfaces with all HomeRise stakeholders, contractors, and service providers to ensure project deliverables.
- Generates an Illness, Injury Prevention Plan and programming, including safety training.
- Develops skill-building and mentoring programming for facilities staff and supervisors.
- Leverages outside training opportunities.
- Supports the development and implementation of a HomeRise Disaster Preparedness Plan.
- Ensures portfolio compliance with local, state, and federal regulatory requirements, serving as the lead agency liaison to relevant city departments.
- Develops a pest control plan, including an integrated bed bug abatement protocol and training.
- Oversees and/or develops safety plans and safety training for all maintenance personnel.
- Identifies current and future maintenance requirements for all buildings.
- Generates and manages the facilities operating budget within established parameters.
- Tracks budget performance, discrepancies, and forecasts performance issues.
- Makes recommendations for capital, fixed asset replacement, and renovation projects.
- Manages contractors, vendors, and building service providers.
- Develops a user-friendly contractor/vendor service requisition system.
- Manages facilities procurement and inventory control system.
- Authorizes facilities expenditures.
- Manages equipment inventory and maintenance, repair/replacement schedules.
- Oversees monitoring and resolution of financial administrative unit abatements.
- Collaborates with Site Management to ensure maintenance contracts meet quality and expense standards.
- Leads environmental sustainability initiatives, developing policies and procedures for environmental stewardship.
- Leads energy efficiency and “green” building programming and training.
- Leads the transition of newly built or renovated properties from construction to operation.
- Performs basic to advanced maintenance duties as needed.
- Serves as lead liaison between HomeRise Facilities and governmental code enforcement entities.
- Attends required meetings.
- Performs other tasks as assigned.
Requirements
- High School Diploma or GED required.
- Minimum of 5 years managing and developing housing facilities operations with multiple sites.
- Advanced knowledge of maintenance and physical plant compliance guidelines dictated by HUD, HCD, California Building Standards Code (Title 24), Cal/OSHA, and San Francisco Municipal Codes.
- Minimum of 8 years of maintenance experience in plumbing, electrical, HVAC, boiler systems, safety, OSHA requirements, and preventative maintenance.
- Ability to plan, organize, and direct effective facilities operations and maintenance programs.
- Proven leadership in developing facilities departments, including advanced knowledge of operations concepts, strategic planning, budget development and management, policy and procedure composition, and site plans.
- Advanced project management skills, able to manage sizable projects and workload concurrently.
- Ability to apply principles of logical thinking to a wide range of practical problems.
- Able to exercise broad judgment in defining work objectives and determining methods and systems to meet objectives.
- Must be able to develop solutions to problems of unusual complexity requiring creativity and innovativeness.
- Demonstrates understanding and application of management approaches for work direction, motivation, performance management, and disciplinary action.
- Skilled at relationship building and ensuring stakeholder communication and buy-in.
- Understanding, sensitivity, and experience working in a supportive housing environment and with issues of homelessness and recovery.
- Ability to appropriately respond to and resolve conflict.
- Understanding of and ability to communicate with diverse types of people.
- Ability to work independently as well as be part of a team and a team leader.
- Ability to train and support maintenance personnel.
- Ability to communicate (verbally and in writing) with building management staff and tenants.
- California driver's license and clean DMV record required.
