About the Role
We are seeking a motivated, mid-level Technical Delivery Manager to lead delivery for a department within the State Street Charles River Development (CRD)/ Alpha Platform Engineering organization. This strategic role involves supporting the establishment of the engineering delivery execution model, overseeing a large book of work (over $50MM), and collaborating with Finance on budget adherence. The ideal candidate will provide oversight of headcount and statements of work, enable strategic vision through program implementation and change management, identify talent and process gaps, and align execution with agile principles in a global, fast-paced environment. The goal is to ensure programs deliver desired outcomes, capacity is allocated effectively, and barriers to team execution are addressed.
Responsibilities
- Support strategic planning, book of work structure definition, and governance.
- Contribute to executive business review forums.
- Support initiatives and programs within the Engineering Delivery organization.
- Ensure adherence to SDLC standards and best project management and Agile practices.
- Oversee client implementations, product development, audit responses, and tech debt remediation efforts.
- Ensure all programs have clear Objectives/Key Results and measurable KPIs.
- Collaborate with Engineering leadership and Product owners to define program requirements, set priorities, and establish scope.
- Create plans and roadmaps, identify and escalate portfolio risks.
- Implement appropriate organizational change management practices.
- Support the organization by implementing best practices for scrum team structure and execution.
- Leverage standard Agile metrics to identify risks, assess utilization, determine training needs, and perform assessments.
- Deliver Agile education as needed.
- Manage headcount and expenses, driving efforts to optimize resource planning and capacity vs. demand transparency across global teams.
- Measure progress against established targets, identify key risk areas, and drive transparency, accountability, and improvements.
- Administer key vendor contracts.
Requirements
- 5+ years of experience successfully implementing and leading engineering delivery or a large global organization.
- Prior experience supporting portfolios over $20MM, including managing resources, book of work governance, strategy definition, and planning.
- Proven experience working with multiple stakeholders, negotiating, and influencing decision-making in a matrixed organization.
- Thorough understanding of project/program management techniques and methods.
- Practical knowledge of Agile and Scaled Agile methodology.
- Excellent knowledge of MS Office.
- Working knowledge of program/project management software (MS Project, MS Excel, and Jira) is required.
- Ability to learn and absorb technical information.
- Outstanding facilitation and organizational skills.
- Excellent nuanced communication skills.
- Excellent problem-solving ability.
- BSc/BA diploma in management, engineering, or a relevant field.
- MSc/MA is a plus.
