About the Role
Performs advanced program administration and managerial tasks, planning and directing daily operations of the workforce system. Collaborates with the management team to develop, implement, and assess operations and service delivery, ensuring workforce system goals are met. Responsible for directing staff to provide exceptional customer service, exercising discretion and independent judgment.
Responsibilities
- Oversees all workforce operations and activities, coordinating career center activities for maximum efficiency.
- Manages the workforce system according to established policies and procedures to meet contracted performance measures and expenditure benchmarks.
- Understands and applies the concept of a performance-driven system.
- Develops and maintains professional relationships with all stakeholders for the benefit of workforce system customers.
- Oversees all special projects, coordinating activities and staff for maximum efficiency.
- Interprets state and Board rules, regulations, and policies, developing operational procedures and strategies for implementation.
- Collects and reviews performance data, developing corrective action plans and staff/career center performance improvement plans.
- Leads outreach efforts, developing, monitoring, and maintaining partnerships, and collaborating with system stakeholders.
- Identifies training and technical assistance needs for staff and provides necessary tools and resources.
- Collects best practices and shares them with stakeholders.
- Advises, mentors, and motivates staff to achieve workforce system goals and serve customers with quality service.
- Takes initiative to solve customer needs.
- Instills respect, professionalism, and customer engagement in staff.
- Contributes to ensuring the safety of customers and staff.
- Ensures customer confidentiality and maintains the integrity of operations.
- Ensures customer complaints and requests are handled timely and professionally.
- Reviews the effectiveness of the service delivery system and resource efficiency, making recommendations for improvement.
- Develops a team approach to problem-solving.
- Performs other related duties as assigned.
Requirements
- Must be able to relocate anywhere in the service delivery area.
- Valid driver’s license and proof of insurance with good driving record.
- Must be organized and detail-oriented.
- Bilingual in English and Spanish preferred.
Skills
- Knowledge of workforce development, economic development, and project management.
- Strong understanding and extensive knowledge of workforce programs and the workforce system.
- Understanding of workforce integration.
- Strong experience in budgeting and funds management.
- Strong leadership skills (ability to motivate and provide guidance to staff, management, and leadership).
- Ability to maintain a productive work environment and perform well under pressure.
- Knowledge of word processing, spreadsheets, technology, and computer skills.
- Exceptional customer service and interpersonal skills.
- Able to work with diverse customers with unique needs and communication styles.
- Can effectively handle or resolve stressful or challenging situations with difficult customers.
- Sensitive to customer needs and feelings and demonstrates concern for others.
- Excellent verbal and written communication skills.
- Ability to develop and maintain effective working relationships with management, coworkers, Board staff, and the public.
- Ability to analyze and interpret information and data and provide relevant feedback for action.
- Strong knowledge of effective management techniques and practices, including planning, strategy development and implementation, assessment of outcomes and accountability.

Experience Level
- Five (5) years of related work experience required.
- Three (3) years of supervisory experience strongly preferred.
Education Level
- Undergraduate degree required.
- Graduate degree preferred.
- Additional work experience may be considered in lieu of educational requirements.
Salary/Compensations
- $65,000 - $75,000 depending on experience
