About the Role
The General Manager II is responsible for the overall operation of a multi-family property for extremely and very low-income tenants, including formerly homeless families and disabled adults. This role oversees day-to-day operations, maintains a supportive resident environment, ensures fiscal management, oversees building upkeep, manages staff, and supervises vendors.
Responsibilities
- Manage the operations of the building, including supervising and managing staff and vendors.
- Ensure all property staff adhere to TNDC policies and procedures.
- Respond to resident requests or complaints in a timely, efficient, and courteous manner.
- Supervise and schedule routine and preventive maintenance and custodial work.
- Complete regular follow-up inspections on maintenance and custodial work.
- Develop and maintain an emergency plan and complete incident reports.
- Attend and participate in professional activities and meetings.
- Perform other assigned tasks to ensure the viable operation of the property.
- Maintain a high level of occupancy and ensure units are leased according to TNDC standards.
- Actively market units in accordance with an approved marketing plan.
- Maintain and adhere to Waiting List protocol.
- Review completed rental applications and leases for accuracy and conformance.
- Conduct unit tours and applicant interviews, including income verification.
- Walk vacant units regularly to ensure readiness.
- Conduct daily property inspections to ensure common areas are in good condition.
- Ensure timely completion of work orders and turnover of vacant units.
- Adhere to all accounting and reporting procedures required by TNDC.
- Monitor the financial condition of the building and participate in budget planning.
- Review delinquent accounts and resident receivables.
- Collect rents and other monies, ensuring accurate processing and input.
- Complete daily deposits of all monies collected.
- Exercise common sense, good judgment, consistency, and self-control in daily interactions.
- Perform annual or more frequent unit inspections and follow up with residents.
- Maintain amiable relationships with all residents.
- Adhere to Fair Housing, Equal Employment, and Equal Housing Opportunity requirements.
- Process, complete, and maintain accurate resident files.
- Ensure compliance with regulatory requirements, including posting notices and submitting reports.
- Manage resident evictions in compliance with court orders and legal counsel.
Requirements

- Minimum of 1 year of progressive operations and management experience.
- Minimum of 1 year of supervisory experience.
- Proficiency in Microsoft Word and Excel.
- Training and experience in multiple regulatory programs: HUD and Tax Credit programs.
- Knowledge of residential property management, building systems, and housing quality standards.
- Strong organizational skills.
- Familiarity with Tenderloin Neighborhood.
- Knowledge of homelessness and substance abuse issues.
- Demonstrated knowledge and understanding of budget management and facilities issues.
- Experience with use of OneSite property management software or comparable property management software.
- Knowledge and experience with TRACS software.
- Bilingual, second language ability.
