About the Role

The Regional Compliance Manager will be the day-to-day compliance owner for a cluster of 2-3 states, serving as an embedded compliance partner to operations leaders. This role involves executing and localizing the enterprise compliance program, adapting policies, training, and monitoring to each state's regulatory framework, and acting as the liaison for compliance leadership in the market. This is a high-ownership individual contributor role with significant autonomy, reporting to the Senior Manager, Home Healthcare Compliance.

Responsibilities

  • Own licensure and survey readiness, including preparation, execution, and response for state licensure surveys, audits, and inspections.
  • Draft plans of correction and drive all findings to closure.
  • Adapt and maintain operational policies and procedures for assigned states, capturing state-specific regulatory variations.
  • Develop state-specific components of enterprise policies and ensure they remain current with rule changes.
  • Monitor state-level regulatory developments, including Medicaid bulletins, agency guidance, licensure rule changes, and payor policy updates.
  • Translate regulatory changes into actionable operational changes and communicate them for enterprise integration.
  • Deliver compliance training to state operating teams, including onboarding, role-specific content, and refreshers.
  • Build state-specific training content.
  • Execute state-level program monitoring and support enterprise audit activities.
  • Ensure findings are remediated and trends inform updated policies and training.
  • Serve as the standing compliance partner to state operations leadership and the first point of contact for compliance issues.
  • Oversee compliance for all current healthcare delivery programs including Medicaid home health, HCBS waiver programs, and family caregiver services, with scope expanding to new programs.

Requirements

  • 5-10 years of healthcare experience.
  • 3-5 years in healthcare compliance.
  • Working knowledge of state health care regulatory frameworks, including licensure, survey and audit processes, and Medicaid program requirements.
  • Proven ability to operate independently and manage competing priorities across multiple markets.
  • Demonstrated ability to partner credibly with operations leadership.
  • Willingness and ability to travel to assigned markets (25-40%).
  • Home health, HCBS, and/or Medicaid program compliance experience (preferred).
  • Hands-on experience leading or supporting state licensure surveys and plans of correction (preferred).
  • CHC certification or comparable compliance credential (preferred).
  • Multi-state compliance experience (preferred).
  • Diverse healthcare expertise integrating operational excellence, quality outcomes, regulatory compliance, and strategic leadership (preferred).
