About the Role

The HCV Housing Specialist assists low-income families and individuals, including those who are homeless, elderly, or disabled, in securing and retaining affordable housing to enhance their quality of life and promote self-sufficiency. This role involves managing annual and interim re-examinations for HCV Program participants, processing move requests and rent adjustments, and interpreting HUD and Agency policies.

Responsibilities

  • Complete annual and interim re-examinations for HCV Program participants.
  • Notify participants and owners/landlords of updates.
  • Facilitate move requests and annual rent adjustments.
  • Explain, interpret, and apply HUD and Agency policies, procedures, and regulations.
  • Remain familiar with U.S. Department of Housing and Urban Development Federal Regulations related to HCV Programs.
  • Adhere to Discrimination and Fair Housing Policy.
  • Be familiar with applicant and participant eligibility and continued eligibility.
  • Calculate and verify participant income to determine rental assistance amounts.
  • Conduct interviews with program participants to gather information.
  • Schedule and conduct annual and interim redeterminations of eligibility.
  • Collect recertification information, including income and other required documentation.
  • Conduct all work activities in a manner that supports achievement of contractual standards and performance measures.
  • Collaborate with other staff regarding department functions, procedures, and client status.
  • Work collaboratively with the leasing and contracting team to coordinate re-examination and move transactions.
  • Maintain proper maintenance of client files and computer records.
  • Answer telephone inquiries from participants and property owners.
  • Return all calls within 48 hours.
  • Complete assignments at required productivity, performance, and accuracy standards.
  • Perform additional duties as assigned.

Requirements

  • Associate degree and/or college credit hours preferred in business, social work, or public administration.
  • 3-5 years of previous experience working with the public in Housing Choice Voucher, low-income tax credit, or similar non-profit programs serving low-income families.
  • 1-3 years of client service experience.
  • Previous experience as a supervisor or in a leadership role is desired.
  • Equivalent combination of training, education, and experience that provides the required knowledge and abilities.
  • Experience working in a high-volume call and production environment with high performance guidelines and stringent deadlines.
  • Knowledge of public sector housing authority programs and systems is a plus.
  • Bilingual ability is a plus.
