About the Role

Ensure business unit activities in the Markets division comply with applicable laws, rules, and regulations, and manage associated legal risks. This role involves providing legal advice, supporting legal proceedings, and maintaining legal documentation for the Markets division, with a focus on Japan Markets transactional activity across various asset classes.

Responsibilities

  • Develop and implement best practice legal strategies for compliance.
  • Provide legal advice and support to business units in the Markets division.
  • Offer subject matter support in legal proceedings, including litigation, arbitration, and regulatory investigations.
  • Create and review legal documents to ensure compliance with laws, rules, and regulations.
  • Maintain and update template legal documentation for the Markets division.
  • Conduct legal research and analysis on changes in laws, rules, and regulations impacting the Markets business units.
  • Develop and deliver training programs on legal and regulatory requirements.
  • Pro-actively identify, communicate, and advise on applicable laws, rules, and regulations (LRRs).
  • Stay updated on changes to LRRs in the relevant coverage area.
  • Ensure LRRs are allocated to and reflected within policies, standards, and controls.
  • Contribute to strategy, drive requirements, and make recommendations for change.
  • Plan resources, budgets, and policies; manage and maintain policies/processes; deliver continuous improvements.
  • Advise key stakeholders on functional and cross-functional areas of impact and alignment.
  • Manage and mitigate risks through assessment.
  • Demonstrate leadership and accountability for managing risk and strengthening controls.
  • Collaborate with other areas for business-aligned support.
  • Create solutions based on sophisticated analytical thought.
  • Define problems and develop innovative solutions through in-depth analysis.
  • Adopt and include outcomes of extensive research in problem-solving.
  • Build and maintain trusting relationships and partnerships with internal and external stakeholders.
  • Provide day-to-day, often real-time, legal advice to support Japan Markets and other businesses.
  • Support the development and maintenance of essential legal documentation, including key templates.
  • Manage external counsel in Japan, including cost management of projects up to approximately USD 25,000.
  • Support the review and risk analysis of new products and business proposals for relevant Japan businesses.
  • Share responsibility for the development of legal and compliance policy and procedures.

Requirements

  • Pro-active team player.
  • Able to keep updated on transaction progress and regulatory developments.
  • Able to elevate issues to the attention of appropriate interest groups internally.
  • Demonstrate keen awareness and knowledge of the wider risk and control environment (e.g., legal risk, conduct risk, reputational risk, and operational risk).
  • Must have a genuine interest in this area of the law.
  • Demonstrate keen observation of topical developments in regulatory change and derivatives in Japan.
  • Qualified Japanese or English law (or other common law jurisdictions) solicitor/attorney.
  • Material experience in capital markets / securitisation / derivatives at a recognized law firm and/or as an in-house counsel at a recognized financial institution (preferably both).
  • Highly conversant with structured notes, derivatives, lending, and fund documentation.
  • Demonstrable product knowledge involving Markets products.
  • Barclays is required by law to confirm that you have the Legal Right to Work in any role that you apply for.
