About the Role
Colliers Engineering & Design seeks a Project Manager for the Municipal Engineering Group in Austin or Bryan, Texas, to develop and grow a Municipal team in the Austin area. The Governmental team serves public clients with responsive engineering and consulting services through comprehensive in-house disciplines. Responsibilities
- Design capital improvement projects, grant work, and planning & zoning application reviews.
- Prepare construction plans, specifications, public bid documents, cost estimates, and associated construction documents.
- Evaluate public work issues in municipalities.
- Address and resolve resident complaints regarding municipal engineering inquiries.
- Manage capital improvement construction projects, adhering to deadlines and budgets.
- Maintain familiarity with State regulations and requirements.
- Review land development ordinances and agency regulations to determine property limitations.
- Conduct site investigation and due diligence, including ordinance review and utility service research.
- Apply knowledge of stormwater management design and regulations (County, Soil Conservation Districts).
- Perform grading design for value engineering through earthwork analysis and site safety with appropriate design slopes.
- Design utility systems, including stormwater conveyance, sanitary sewer service, and park and recreation, resolving vertical and horizontal utility conflicts.
- Design soil erosion and sediment control, Best Management Practices, swales, spillways, and determine construction sequence.
Requirements
- Professional Engineer (PE) license.
- Experience managing and supervising staff work efforts (scope, schedule, quality, budget).
- Ability to track and oversee multiple projects.
- Self-starter capable of independent and team collaboration.
- Ability to read, write, and understand English for job-related communications.
Skills
- Proficient with AutoCAD Civil 3D (Preferred).

Experience Level
- Minimum 10+ years of municipal engineering/capital project design.
Education Level
- Bachelor's of Science Degree in Civil Engineering from an ABET-accredited university.
- Certified Floodplain Manager (CFM) certification preferred.
