About the Role

The Policy Lead will drive strategy delivery within the PSR's Policy team, focusing on policy development, analysis, project delivery, and stakeholder engagement. The PSR is an independent economic regulator ensuring payment systems work well for everyone, currently an independent subsidiary of the Financial Conduct Authority (FCA), with a planned consolidation into the FCA by 2027. This role offers an exciting opportunity to work on impactful policy development.

Responsibilities

  • Lead a multi-disciplinary team to deliver high-quality policy development and analysis, including a leading role in reviewing the PSR’s fraud reimbursement policy.
  • Oversee ongoing monitoring and effective operation of the PSR’s APP scams programme, ensuring timely responses and contributing to communications.
  • Support team strategy development, priorities, and work planning, including improving methodologies, resolving complex technical issues, and contributing to technical leadership.
  • Build and maintain effective relationships with internal and external stakeholders and present policy recommendations to the PSR Executive Committee and Board.
  • Report to the Policy Manager for APP scams work and undertake line management responsibilities, including objective setting, performance management, coaching, and professional development.
  • Contribute to building a positive, collaborative, and effective culture across the wider team and directorate.
  • Engage actively with key stakeholders across government, regulators, industry, and trade bodies to support policy development and delivery.

Requirements

  • Demonstrable experience leading analytical or policy-focused teams within economic regulation, competition policy, financial markets, payment services, or other regulated sectors.
  • Substantial experience developing, shaping, and implementing regulatory policy, with clear evidence of impact.
  • Demonstrated ability to collaborate effectively within multi-disciplinary teams to deliver high-quality policy recommendations.
  • Experience managing and influencing senior stakeholders.
  • Effective project management and prioritisation skills, particularly for complex projects and issues.
  • Detailed understanding of the PSR’s work on APP scams.
  • Effective analytical and problem-solving skills, including applying them to complex projects and tight deadlines with ambiguity.
  • Well-developed written and oral communication skills, including confident presentation on complex issues to internal and external stakeholders within tight deadlines.
  • Well-developed stakeholder engagement skills, including building productive and constructive relationships with internal and external senior-level stakeholders.
  • Solid strategic awareness of issues relevant to the PSR’s work and operating environment.
  • Previous experience of line managing people.

Work Type

  • 12-month Fixed Term Contract
  • Hybrid model (minimum 40% in office each month, changing to 50% from September)
  • Expectation of 50% in office for senior leaders (changing to 60% for Directors and Executive Directors)
  • Flexible solutions (part-time and job sharing where applicable)

Salary/Compensations

  • London: £66,600 to £85,000
  • National (Edinburgh and Leeds): £60,700 to £77,500
  • Salary offered will be based on skills and experience
