About the Role
The Grants Financial Manager is a key member of TCFV’s finance team, responsible for accurate and compliant financial management of government grants and contracts. This mid-level position handles grant billing, reconciliations, cost allocation, and project-level financial reporting, adhering to 2 CFR 200 (Uniform Guidance), GAAP, and funder requirements. The role supports fiscal accountability, accuracy, and transparency across departments and provides backup for payroll and accounts payable.
Responsibilities
- Prepare, review, and submit accurate and timely grant and contract billings in compliance with Uniform Guidance and funder requirements.
- Maintain detailed billing schedules, documentation, and reconciliations for all grant-funded projects.
- Ensure compliance with established Grants Financial Management and Reporting procedures.
- Support monitoring of grant budgets.
- Establish a 12-month calendar budget for variance identification.
- Record monthly grant revenues and expenditures accurately in the accounting system; process approved adjustments.
- Prepare and review variances and spending adjustments with Program Directors monthly or as needed.
- Maintain strong internal controls and documentation for audit readiness.
- Research and resolve billing discrepancies with program staff and funding partners.
- Ensure recorded grants receivable match revenue for the period.
- Follow up with grantors for receivables over 90 days old.
- Support preparation of financial data and documentation for annual audits, including single audit compliance.
- Assist in month-end and year-end closing processes for proper recognition of grant revenues and expenses.
- Maintain organized grant files and supporting documentation for audit and reporting.
- Serve as backup for payroll processing, ensuring timely and accurate submission.
- Reconcile payroll expenses to grant accounts, ensuring proper labor cost allocation.
- Serve as backup for the Accounts Payable Coordinator, processing invoices, vendor payments, and expense reimbursements.
- Collaborate with program staff to clarify budget coding, documentation, and spending requirements.
- Provide financial information and guidance to staff regarding grant budgets, reporting deadlines, and allowable costs.
- Support finance team initiatives for accuracy, efficiency, and transparency in accounting systems and procedures.
Requirements
- Texas Residency
- Bachelor’s degree in accounting, finance, or a related field, or equivalent combination of education and directly related professional experience.
- Minimum three to five years of progressive accounting experience, preferably in a nonprofit organization with multiple government grants.
- Strong knowledge of OMB Uniform Guidance (2 CFR 200), GAAP, and funder cost principles.
- Experience in grant billing, reconciliations, and cost allocations.
- Excellent proficiency in Microsoft Excel.
- Strong analytical and problem-solving skills with excellent attention to detail.
- Ability to manage multiple deadlines and priorities in a fast-paced environment.
- Excellent written and verbal communication skills, including explaining financial information clearly to non-financial staff.
- High level of integrity, confidentiality, and commitment to TCFV’s mission.
- Ability to communicate and converse in English.
- Ability to work in both office and hybrid settings.
