About the Role

Family Support Specialists (FSS) manage a caseload of 100 families, supporting eligibility, recruitment, selection, enrollment, and attendance (ERSEA) for children in Felton’s Early Care and Education Programs under various subsidies. FSS identify family needs, provide information, and make referrals to family support services. The role involves developing strong relationships with families to coordinate services, provide support and training, and enhance parents' influence on their child’s education and development. FSS are responsible for ECE enrollment, record-keeping, reporting, and monitoring to ensure program standards and regulations are met. This position requires good judgment and critical thinking, acting as a liaison with families and the public, and building collaborative relationships with parents/caregivers, Felton staff, and community agencies. FSS support families in identifying and achieving goals, nurturing child development within their family and culture, with a focus on information, referrals, and outreach.

Responsibilities

  • Demonstrate cultural and socioeconomic sensitivity.
  • Integrate individual family culture into care and support.
  • Support and facilitate Parent Advisory Committee (PAC) and family events.
  • Conduct comprehensive and periodic family and child needs assessments.
  • Partner with families to develop individualized care plans based on assessments and interviews.
  • Support parents in accessing resources for basic needs and stabilization.
  • Assist staff in maintaining organized and welcoming family areas.
  • Safeguard and maintain complete, confidential, and organized individual records.
  • Provide timely information and referrals for Kindergarten and other transitions.
  • Participate in training to maintain individual and organizational competency.
  • Develop partnerships and act as a liaison between community and agency.
  • Participate in weekly individual and group supervision.
  • Maintain accurate client records for subsidized childcare and family support services.
  • Document outreach, recruitment, and follow-up efforts.
  • Participate in case consultation sessions to coordinate care plans.
  • Maintain monthly contact with Child Protective Services Liaison.
  • Track and document time and services accurately for contract compliance and reimbursement.
  • Complete all client and program paperwork according to timelines.
  • Identify and notify applicants from waiting list for open slots.
  • Conduct intake interviews and certifications for CDE and Child Care Food Program.
  • Monitor, collect, and reconcile parent fees.
  • Maintain recertification records and schedule appointments for CDE and Child Care Food Program.
  • Maintain organized and complete family files for enrolled children.
  • Monitor attendance and notify supervisor for excessive absences.
  • Maintain cumulative records of "Best Interest of the Child" days.
  • Monitor non-compliant parents and enforce policies through Notices of Action.
  • Maintain records of necessary follow-up for families/parents.
  • Notify classroom teachers of census changes and projections.
  • Complete monthly, quarterly, and yearly reports for contract compliance.
  • Submit weekly census reports to appropriate staff.
  • Update Census report weekly.
  • Complete CIRCE Enrollments and updates monthly.
  • Complete CCL Enrollment Roster weekly.
  • Prepare Newly Enrolled/Drop Children Report.
  • Manage Family Eligibility reporting.
  • Manage CD801-A Data and follow-ups.
  • Prepare Monthly Family Fees Report.
  • Prepare SB701 Census Report annually.
  • Manage CDMIS and DEC Tracker enrollment data monthly.
  • Perform other duties as assigned.

Requirements

  • Bilingual and bicultural (Spanish/English/Cantonese).
  • 2-3 years of experience in social service eligibility and application processing.
  • 2 years of experience in data entry.
  • Strong oral and written communication skills.
  • Professional appearance, demeanor, and ethics of confidentiality.
  • Attention to detail, ability to manage multiple tasks, and meet deadlines.
  • Knowledge of Title V, Title 22, and Title XVII regulations.
  • Pass Department of Justice fingerprint clearance.
  • Pass Child Abuse Index clearance.
  • Pass physical exam and provide negative TB test result.
  • Knowledge of low-income and homeless issues for children and families (preferred).
