About the Role
The Senior General Manager is responsible for the overall operation of TNDC buildings, including SROs, Seniors, and Multi-Family properties serving extremely and very low-income tenants, formerly homeless families, and disabled adults. This role oversees daily operations, maintains a supportive resident environment, ensures fiscal management, oversees building upkeep, manages staff, and supervises vendors.
Responsibilities
- Manage building operations, including supervising and managing assistant managers, maintenance staff, and vendors.
- Ensure property staff adhere to TNDC policies and procedures.
- Respond to resident requests or complaints in a timely, efficient, and courteous manner.
- Supervise and schedule routine and preventive maintenance and custodial work.
- Conduct regular follow-up inspections on maintenance and custodial work.
- Develop and maintain an emergency plan and complete incident reports within 24 hours.
- Attend professional activities, community meetings, departmental meetings, and regulatory agency meetings.
- Perform other assigned tasks to ensure property viability.
- Maintain high occupancy levels and ensure units are leased according to TNDC standards.
- Actively market units in accordance with approved marketing plans.
- Maintain and adhere to Waiting List protocols.
- Review rental applications and leases for accuracy and conformance to TNDC’s Resident Selection Policy.
- Conduct unit tours and applicant interviews, including income verification.
- Walk vacant units regularly to ensure readiness and conduct daily property inspections.
- Ensure timely completion of work orders and unit turnovers.
- Adhere to all accounting and reporting procedures.
- Monitor building's financial condition, including expenditures, and participate in budget planning.
- Review delinquent accounts and resident receivables to determine collection actions.
- Collect rents and other monies, ensuring accurate processing and timely deposits.
- Exercise good judgment and self-control in daily interactions with residents and applicants.
- Perform unit inspections and follow up with housekeeping letters, work orders, and maintenance charge-backs.
- Maintain amiable relationships with residents and adhere to Fair Housing requirements.
- Process, complete, and maintain accurate resident files at move-in and recertification.
- Ensure compliance with regulatory requirements, including posting notices and submitting reports.
- Oversee HUD, Tax Credit, and MOH program compliance.
- Ensure consistent application of property rules, regulations, and lease agreements.
- Manage resident evictions in compliance with court orders and legal counsel directions.
Requirements

- Minimum of 1 year of progressive operations and management experience.
- Minimum of 1 year of supervisory experience; 2+ years preferred.
- Prior experience working in affordable housing or nonprofit residential property management.
- Training and experience in multiple regulatory programs: HUD and Tax Credit programs.
- TCAC experience required.
- Knowledge of residential property management, building systems, and housing quality standards.
- Demonstrated knowledge and understanding of budget management and facilities issues.
- Experience in conflict resolution, crisis intervention, and resident relations.
- Strong organizational skills.
- Certified HUD or Tax Credit Specialist, Low Income Tax Income (LIHTIC) designations and/or equivalents is a plus.
- Experience with Section 8 Housing Assistance Program practices and principles (if applying to a HUD building).
- Experience with Yardi, Boston Post, OneSite property management software or comparable software.
- Knowledge and experience with TRACS software (if applying to a HUD building).
- Certification or knowledge of high-rise fire safety guidelines.
- Familiarity/Experience in the Tenderloin Neighborhood.
- Knowledge of homelessness and substance abuse issues.
- Proficiency in a language other than English (e.g., Spanish, Chinese, Tagalog).
